It was agreed, — That the committee shall continue to sit if bells are sounded to call in the members to a recorded division during this meeting, provided that the Chair shall suspend the meeting 10 minutes before the bells are scheduled to stop sounding.
It was agreed, — That the proposed budget in the amount of $500, for the consideration of the Main Estimates, 2026-27, be adopted.
It was agreed, — That the proposed budget in the amount of $1,500, for the study of Bill C-244, An Act to amend the Canadian Environmental Protection Act, 1999 and the Wrecked, Abandoned or Hazardous Vessels Act, be adopted.
Patrick Weiler made a statement and answered questions.
At 4:09 p.m., pursuant to Standing Order 115(5), it was agreed that the committee continue to sit.
At 4:28 p.m., the meeting was suspended.
At 4:33 p.m., the meeting resumed.
At 4:39 p.m., the meeting was suspended, pursuant to the motion adopted earlier today.
At 4:58 p.m., the meeting resumed.
Josée-Annie Verville, Stephanie Lane and Paula Vieira made statements and, with the other witnesses, answered questions.
Branden Leslie moved, — That, pursuant to the legal obligation under section 27.1 of the Canadian Net-Zero Emissions Accountability Act, which requires that a comprehensive review of the provisions and operation of the Act be undertaken five years after the Act comes into force, and given that the Act received Royal Assent on Tuesday, June 29, 2021, the committee undertake the statutory five year review, which should commence as soon as the committee has disposed of Bill C-244; that the review examine the government’s progress toward the 2026 interim objective, the 2030 target and the 2035 target, the transparency and reliability of the government’s emissions modelling, costing and reporting, and whether amendments to the Act are required; that the committee hold three meetings, invite the Minister of Environment and Sustainable Development and relevant witnesses; that the Chair issue a press release on behalf of the committee inviting stakeholders and interested Canadians to provide written submissions for the committee’s consideration as part of the review; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the government table a comprehensive response.
Debate arose thereon.
Eric St-Pierre moved, — That the debate be now adjourned.
