Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, September 18, 2025, the committee resumed its study of the electric vehicle availability standard.

Evan Wiseman, Cherith Sinasac and Blandine Sebileau made statements and answered questions.

At 12:01 p.m., the meeting was suspended.

At 12:11 p.m., the meeting resumed.

Motion

Patrick Bonin moved, — That all organizations that were the subject of a performance audit conducted by the Commissioner of the Environment and Sustainable Development, including the June 2025 audit, provide a detailed action plan to follow up on the audit’s recommendations—with specific measures, implementation timelines, and the names of those responsible—to both the Committee and the Commissioner of the Environment and Sustainable Development within six months of the tabling of the audit in the House of Commons;

That organizations invited to appear before the Committee to discuss the findings of an audit, including the June 2025 audit, provide an action plan to Committee members no later than 48 hours before the start of the hearing;

That the action plans and progress reports submitted to the Committee be published on the Committee’s website;

That the Commissioner of the Environment and Sustainable Development be invited to appear before the Committee to discuss his reports, including those of June 2025, and each time new reports are published.

Shannon Miedema moved, — That the motion be amended by replacing the words “That all organizations that have been subject to a performance audit by the commissioner of the environment and sustainable development” with the words “Environment and Climate Change Canada”.

After debate, the question was put on the amendment of Shannon Miedema and it was negatived, by a show of hands: YEAS: 4; NAYS: 5.

Branden Leslie moved, — That the motion be amended by adding after the words “including those of June 2025” the following: “and November 2025”.

On motion of Branden Leslie, it was agreed, — That the motion be amended by adding throughout the motion after the words “June 2025” the following: “and November 2025”.

The committee resumed consideration of the motion, as amended, of Patrick Bonin which read as follows:

That all organizations that were the subject of a performance audit conducted by the Commissioner of the Environment and Sustainable Development, including the June 2025 and November 2025 audit, provide a detailed action plan to follow up on the audit’s recommendations—with specific measures, implementation timelines, and the names of those responsible—to both the Committee and the Commissioner of the Environment and Sustainable Development within six months of the tabling of the audit in the House of Commons;
