The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $1000.00, for the essential habitat of the copper redhorse in the Verchères Islands, be adopted.

It was agreed, — That the proposed budget in the amount of $1000.00, for the review of a draft report on the briefing on environment and climate impacts related to the Canadian financial system, be adopted.

It was agreed, — That the proposed budget in the amount of $38,500.00, for the study of protecting canadian residents from extreme weather events, be adopted.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, September 18, 2025, the committee resumed its study of the electric vehicle availability standard.

Travis Allan and Eric Little made statements.

Motion

Eric St-Pierre moved, — That the committee proceed to resuming the debate on the motion adjourned on Monday, November 3, 2025 (industrial carbon pricing).

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

The committee resumed consideration of the motion, as amended, moved on Monday, November 3, 2025 which read as follows:

Whereas Canada has committed under the Paris Agreement to limit warming to 1.5 C, and industrial carbon pricing is central to meeting those commitments;

Whereas industrial carbon pricing systems will be responsible for between 20 and 48 per cent of Canada’s emission reductions in 2030;

Whereas industrial carbon pricing systems have an average impact of approximately 0 per cent on household consumption in 2025;

That, pursuant to Standing Order 108(2), the committee undertake a study on industrial carbon pricing, including Canada’s Output Based Pricing System (OBPS), including design, effectiveness in reducing emissions, competitiveness, and carbon-leakage protections; that the committee report its findings to the House, and that pursuant to Standing Order 109, the committee request the government table a comprehensive response to the report.

Amendment

Wade Grant moved, — That the motion be amended by replacing the words, “household consumption”, with the words, “household costs”.

After debate, the question was put on the amendment of Wade Grant and it was negatived.

Amendment

Branden Leslie moved, — That the motion be amended by deleting the words, “Whereas industrial carbon pricing systems have an average impact of approximately 0 per cent on household consumption in 2025;” .

After debate, the question was put on the amendment of Branden Leslie and it was agreed to.

The committee resumed consideration of the motion, as amended, of Eric St-Pierre which read as follows:

Amendment

Wade Grant moved, — that the motion, as amended, be further amended by adding after the words, “carbon-leakage protections;”, the words, “that the committee hold seven meetings under this study;”.

Subamendment

Patrick Bonin moved, — That the amendment be amended by the replacing the words “seven meetings under this study;”, with the words, “a maximum of four meetings under this study, and that the committee invite the Minister of Environment and Climate Change to appear;”.

After debate, the question was put on the subamendment of Patrick Bonin and it was agreed to.

The committee resumed consideration of the amendment, as amended, of Wade Grant which read as follows:

That the motion, as amended, be further amended by adding after the words, “carbon-leakage protections;”, the words, “that the committee hold a maximum of four meetings under this study, and that the committee invite the Minister of Environment and Climate Change to appear;”

On motion of Branden Leslie, it was agreed, — That the motion, as amended, be further amended by replacing the words “response to the report” with the following: ", and that the minister should appear within two weeks of an announcement by the government regarding changes to the industrial carbon tax".

The committee resumed consideration of the motion, as amended, of Eric St-Pierre which read as follows:

Whereas Canada has committed under the Paris Agreement to limit warming to 1.5 C, and industrial carbon pricing is central to meeting those commitments;

Whereas industrial carbon pricing systems will be responsible for between 20 and 48 per cent of Canada’s emission reductions in 2030;
