The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $500.00, for the briefing with the Department of the Environment, be adopted.

It was agreed, — That the proposed budget in the amount of $500.00, for the briefing with Impact Assessment Agency of Canada and the Canada Water Agency, be adopted.

It was agreed, — That the proposed budget in the amount of $47,700.00, for the study of the electric vehicle availability standard, be adopted.

It was agreed, — That the proposed budget in the amount of $49,500.00, for the study of the effectiveness, potential improvements and capability of Canada's 2030 Emissions Reduction Plan, be adopted.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, November 3, 2025, the committee commenced its study of essential habitat of the copper redhorse in the Verchères Islands.

Patricia Brady, Julie Gascon and Dawn Farrell made statements and, with the other witnesses, answered questions.

Motion

Patrick Bonin moved, — Considering that the “compensatory measures” project will result in the destruction of the essential habitat of the copper redhorse, an endangered species, and that this destruction of essential habitat by the compensation project was never communicated to the public during and after the consultation period;  

Considering the appearance of major irregularities or breaches in the consultation process related to the granting of a permit for the “compensatory measures” project by the Port of Montreal in connection with its Contrecoeur project.  

That the committee demand the suspension of work that could affect the critical habitat of the copper redhorse in order to hold a proper public consultation on the “compensatory measures” project

.

At 12:50 p.m., the meeting was suspended.

At 12:58 p.m., the meeting resumed.

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 1; NAYS: 8.

At 1:16 p.m., the committee adjourned to the call of the Chair.
