Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, September 16, 2025, the committee resumed its study of Canada's immigration system.

Tony Fang, Julie Biron and Anne Woolger made statements and, with Philippe Proulx, answered questions.

At 5:31 p.m., the meeting was suspended.

At 5:38 p.m., the meeting resumed.

Stéfanie Morris, Anna Triandafyllidou and Renze Nauta made statements and answered questions.

On motion of Brad Redekopp, it was agreed, — That the committee having adopted the following motion on March 25, 2026:

“That the committee request that Immigration, Refugees and Citizenship Canada provide the committee, on a quarterly basis, a written report, in both official languages, covering the preceding calendar month, setting out, in aggregate form, broken down by the country of origin of the applications, citizenship by descent - substantial connection (Citizenship Act, paragraph 3(1)(b) as limited by subsection 3(3))

  • the number of citizenship certificate (proof of citizenship) applications received in which the applicant’s claim to citizenship is assessed under paragraph 3(1)(b) and the substantial connection framework in subsection 3(3), to include, in particular, applications from the United States based on ancestral ties of French-Canadian origin;
  • the number of such applications finalized, including approved and refused;
  • the applicant’s country of birth (by count); and
  • any other citizenship(s) declared by applicants in those files (by count);

and, that the committee request such a report be provided for each month since Bill C-3, An Act to amend the Citizenship Act (2025) (S.C. 2025, c. 5) received Royal Assent, and that this report be deposited in both official languages with the committee by no later than April 15, 2026.”

and that the Department of Immigration, Refugees and Citizenship Canada has provided a written response back to the committee explaining that the wording of the motion is too narrow to capture all citizenship applications made under the provisions under C-3;

the committee request that Immigration, Refugees and Citizenship Canada provide the committee, on a quarterly basis, with a written report, in both official languages, covering the preceding quarter, of all relevant data (including what was captured by the motion adopted on March 25, 2026) related to citizenship applications and all new citizenships granted as a result of the provisions in Bill C-3 as categorized by the terms of the original motion; and that the first such report, provided to the committee by no later than July 15, 2026, shall include all applicable data since Bill C-3 came into force.

Questioning of the witnesses resumed.

At 6:33 p.m., the committee adjourned to the call of the Chair.
