It was agreed, — That the committee defray the hospitality expenses related to the informal meeting with the President of the National Council of Switzerland and the accompanying delegation on Tuesday, April 14, 2026.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, February 12, 2026, the committee resumed its study of Canada’s Trade with North and West Africa.

Mohamad Sawwaf and Anthony Salloum made statements and answered questions.

Notice of Motion

Jacob Mantle gave notice of the following motion:

That the Standing Committee on International Trade:

1. reaffirms its steadfast support for Ukraine sovereignty, independence, and territorial integrity;

2. acknowledges and supports the government of Canada’s assistance provided to Ukraine;

3. requests that the Minister of Finance immediately and unconditionally extend the period for which remission is granted pursuant to the Ukraine Goods Remission Order or any other instrument from, goods that are imported during the period beginning June 9, 2022 and ending on June 9, 2026 to goods that are imported during the period beginning June 9, 2022 and ending on June 9, 2031;

4. requests that the Minister of Finance respond in writing to the committee’s request within 15 days; and

5. directs the Chair to immediately report this to the House.

Questioning of the witnesses resumed.

The committee proceeded to the consideration of matters related to committee business.

The committee resumed consideration of the motion of Jacob Mantle moved on Tuesday, March 24, 2026, which read as follows:

That, pursuant to Standing Orders 108(1), the committee order the Canada Border Services Agency (CBSA) to provide the committee, in both official languages, written reports on all border system outages, as follows:

  • That each report shall be delivered electronically to the clerk of the committee by 5:00 p.m. ET on the fifteenth calendar day of each month;
  • That each report shall provide the information described herein for the immediately preceding calendar month;
  • That each report includes, at minimum, the following information for each system outage:
    1. Whether each system outage was scheduled or unscheduled;
    2. If the system outage was scheduled;
      1. The date and time the outage was scheduled to begin and ended;
      2. The date and time the outage, in fact, began and ended;
      3. The system(s) scheduled to be affected by the outage;
      4. The system(s), in fact, affected by the outage;
      5. The number of affected users and transactions (where measurable);
      6. Estimated economic, operational, or other impacts caused by the system outage on importers, exporters, carriers, customs brokers, and travellers;
      7. Contingency measures activated during the system outage;
      8. Remedial actions taken or planned to prevent a similar future system outage;
    3. If the system outage was unscheduled;
      1. The date and time the outage began and ended;
      2. The system(s) affected by the outage;
      3. The number of affected users and transactions (where measurable);
      4. Estimated economic, operational, or other impacts caused by the system outage on importers, exporters, carriers, customs brokers, and travellers
      5. Contingency measures activated during the system outage;
      6. Remedial actions taken or planned to prevent a similar future system outage;
  • That in cases where the 15th falls on a non-business day, that the documents be delivered to the clerk on the next business day.
  • That the clerk of the committee shall immediately transmit each report to the committee members.
Amendment

Steeve Lavoie moved, —

That the motion be amended by:

a. replacing the word “108(1)” with the word “108(2)”;

b. replacing the words: “written reports on all border system outages, as follows: • That each report shall be delivered electronically to the clerk of the committee by 5:00 p.m. ET on the fifteenth calendar day of each month; • That each report shall provide the information described herein for the immediately preceding calendar month; • That each report includes, at minimum, the following information for each system outage:” with the words “a written report on all border system outages from September 1st, 2023, until the date this motion is adopted.”;

c. replacing the words “That each report includes”, with the words “That the report includes”;

d. adding after the words “6. Estimated economic, operational or other impacts caused by the system outage on importers, exporters, carriers, customs brokers, and travellers”, the words “(where measurable)”;

e. adding after the words “4. Estimated economic, operational or other impacts caused by the system outage on importers, exporters, carriers, customs brokers, and travellers”, the words “(where measurable)”;

f. replacing the words: “• That in cases where the 15th falls on a non-business day, that the documents be delivered to the clerk on the next business day. • That the clerk of the committee shall immediately transmit each report to the committee members.” with the words “• That the report be submitted to the committee no later than 45 days from the adoption of this motion. • And that, if CBSA is unable to provide specific information listed above, the CBSA provides an explanation as to why they are unable to do so.”.

At 1:10 p.m., the meeting resumed.

After debate, the question was put on the amendment of Steeve Lavoie and it was agreed to.

The motion, as amended, was agreed to and read as follows:

That, pursuant to Standing Orders 108(2), the committee order the Canada Border Services Agency (CBSA) to provide the committee, in both official languages, a written report on all border system outages from September 1st, 2023, until the date this motion is adopted.

  • That the report includes, at minimum, the following information for each system outage:
    1. Whether each system outage was scheduled or unscheduled;
    2. If the system outage was scheduled;
      1. The date and time the outage was scheduled to begin and end;
      2. The date and time the outage, in fact, began and ended;
      3. The system(s) scheduled to be affected by the outage;
      4. The system(s), in fact, affected by the outage;
      5. The number of affected users and transactions (where measurable);
      6. Estimated economic, operational or other impacts caused by the system outage on importers, exporters, carriers, customs brokers, and travellers (where measurable);
      7. Contingency measures activated during the system outage;
      8. Remedial actions taken or planned to prevent a similar future system outage;
    3. If the system outage was unscheduled;
      1. The date and time the outage began and ended;
      2. The system(s) affected by the outage;
      3. The number of affected users and transactions (where measurable);
      4. Estimated economic, operational or other impacts caused by the system outage on importers, exporters, carriers, customs brokers, and travellers (where measurable)
      5. Contingency measures activated during the system outage;
      6. Remedial actions taken or planned to prevent a similar future system outage;
  • That the report be submitted to the committee no later than 45 days from the adoption of this motion.
  • And that, if CBSA is unable to provide specific information listed above, CBSA provides an explanation as to why they are unable to do so.
