Pursuant to the order of reference of Tuesday, December 7, 2021, the committee resumed its study of gun control, illegal arms trafficking and the increase in gun crimes committed by members of street gangs.

Christian Pearce and Keith Loh made statements.

Motion

Raquel Dancho moved, — That the committee instruct the Chair to schedule any meetings required to hear from the Minister of Public Safety, officials, as well as Canada Border Services Agency, the Royal Canadian Mounted Police, the Ontario Provincial Police and the Ottawa Police Service next week on Wenesday, February 23 and Thursday, February 24, 2022, and that if a requested witness or organization does not appear, the Chair shall add a portion of committee business at the next available meeting to discuss the non-appearance of the witness or organization.

Ron McKinnon moved, — That the debate be now adjourned.

The question was put on the motion and it was negatived on the following recorded division:

Amendment

Alistair MacGregor moved, — That the motion be amended by replacing the words “That the committee instruct the Chair to schedule any meetings required to hear from the Minister of Public Safety, officials, as well as Canada Border Services Agency, the Royal Canadian Mounted Police, the Ontario Provincial Police and the Ottawa Police Service next week on Wenesday, February 23 and Thursday, February 24, 2022, and that if a requested witness or organization does not appear, the Chair shall add a portion of committee business at the next available meeting to discuss the non-appearance of the witness or organization” with the the following: “That, pursuant to the motion adopted on February 15, 2022, the committee request that the Chair, subject to availability of witnesses, schedule any meetings required to hear from the Minister of Public Safety, officials, as well as Canada Border Services Agency, the Royal Canadian Mounted Police, the Ontario Provincial Police and the Ottawa Police Service next week on either Wednesday, February 23 or Thursday, February 24, 2022”.

Pam Damoff moved, — That the motion be amended by replacing the words “schedule any meetings required to hear from the Minister of Public Safety, officials, as well as Canada Border Services Agency, the Royal Canadian Mounted Police, the Ontario Provincial Police and the Ottawa Police Service next week on either Wednesday, February 23 or Thursday, February 24, 2022” with the following: “schedule a meeting to hear from the Minister of Public Safety, officials, as well as Canada Border Services Agency, the Royal Canadian Mounted Police, the Ontario Provincial Police and the Ottawa Police Service the week of February 21, 2022, or as soon as possible thereafter should any witnesses not be available that week”.

The motion, as amended, read as follows:

That, pursuant to the motion adopted on February 15, 2022, the committee request that the Chair, subject to availability of witnesses, schedule a meeting to hear from the Minister of Public Safety, officials, as well as the Canada Border Services Agency, the Royal Canadian Mounted Police, the Ontario Provincial Police and the Ottawa Police Service the week of February 21st, or as soon as possible thereafter should any witnesses not be available that week.

At 12:28 p.m., the sitting resumed.

David Bertrand and Matthew Hipwell made statements and answered questions.

At 1:09 p.m., the sitting was suspended.

At 1:18 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $1,175, for the study of crowdfunding platforms and extremism financing, be adopted.

It was agreed, — That members submit their prioritized list of witnesses for the study of the rise of Ideologically Motivated Violent Extremism in Canada to the clerk no later than Friday, February 25, 2022.

It was agreed, — That each party submit their recommendations for the report on the study of gun control, illegal arms trafficking and the increase in gun crimes committed by members of street gangs, to the clerk of the committee, by Wednesday, March 2, 2022.

The committee proceeded to give drafting instructions to the analysts for a draft report.

At 1:58 p.m., the committee adjourned to the call of the Chair.
