Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, October 3, 2022, the committee resumed its study of the impact of the new rehabilitation contract awarded by the Department of Veterans Affairs on the role of the case manager and quality of service delivery.

Whitney McSheffery, Amanda Logan and Angela Aultman made statements and answered questions.

Motion

Blake Richards moved, — That the committee hold two more meetings on the impact of the new rehabilitation contract awarded by the Department of Veterans Affairs on the role of the case manager and quality of service delivery on or before Monday, December 5, 2022:

  • One in which the committee calls potentially impacted service providers and Veterans to appear before the committee for no less than two hours.
  • One in which the committee calls the Minister of Veterans Affairs and Department of Veterans Affairs officials to appear before the committee for no less than two hours.

Debate arose thereon.

Amendment

Darrell Samson moved, — That the motion be amended by replacing:

a) the words “two more meetings” with the words: “one more meeting”;

b) the words “One in which the committee calls potentially” with the words: “Half in which the committee calls potentially”;

c) the words “Veterans to appear before the committee for no less than two hours” with the words: “Veterans to appear before the committee for no less than one hour”;

d) the words “One in which the committee calls the Minister” with the words: “Half in which the committee calls the Minister”;

e) the words “officials to appear before the committee for no less than two hours” with the words: “officials to appear before the committee for no less than one hour”.

After debate, the question was put on the amendment of Darrell Samson and it was negatived on the following recorded division:

YEAS: Sean Casey, Wilson Miao, Churence Rogers, Darrell Samson, Rechie Valdez — 5;

NAYS: Luc Desilets, Terry Dowdall, Lindsay Mathyssen, Blake Richards, Fraser Tolmie, Cathay Wagantall — 6.

The question was put on the motion and it was agreed to on the following recorded division:

YEAS: Luc Desilets, Terry Dowdall, Lindsay Mathyssen, Blake Richards, Fraser Tolmie, Cathay Wagantall — 6;

NAYS: Sean Casey, Wilson Miao, Churence Rogers, Darrell Samson, Rechie Valdez — 5.

It was agreed, — That, in relation to the study of the impact of the new rehabilitation contract awarded by the Department of Veterans Affairs on the role of the case manager and quality of service delivery, members of the committee send their suggested lists of witnesses to the clerk no later than noon on Friday, November 25, 2022.

At 12:24 p.m., the sitting was suspended.

At 12:30 p.m., the sitting resumed.

Kelly Carter made a statement and answered questions.

At 12:38 p.m., pursuant to Standing Order 115(5), it was agreed that the committee continue to sit.

Questioning of the witness resumed.

Motion

Lindsay Mathyssen moved, — That the Department of Veterans Affairs provide to the committee a copy of the contract for rehabilitation services between the Department and Partners in Canadian Veterans Rehabilitation Services by Friday, November 25, 2022.

Debate arose thereon.

On motion of Sean Casey, it was agreed, — That the debate be now adjourned.

At 12:52 p.m., the committee adjourned to the call of the Chair.
