Bill C-228, An Act to establish a federal framework to reduce recidivism
In accordance with its Order of Reference of Thursday, December 10, 2020, your Committee has considered Bill C-228, An Act to establish a federal framework to reduce recidivism, and agreed on Monday, February 22, 2021, to report it with the following amendments:

Clause 2

That Bill C-228, in Clause 2, be amended by replacing lines 4 to 6 on page 2 with the following:

“paredness must, in consultation with representatives of the provinces, with a variety of Indigenous governing bodies and Indigenous organizations and with other relevant stakeholders such as non-gov-”

That Bill C-228, in Clause 2, be amended by replacing line 12 on page 2 with the following:

“and evidence-based programs aimed at reducing recidivism;”

That Bill C-228, in Clause 2, be amended by replacing lines 14 and 15 on page 2 with the following:

“been incarcerated back into the community through access to adequate and ongoing re‐”

That Bill C-228, in Clause 2, be amended by adding after line 22 on page 2 the following:

“(e) evaluate and improve risk assessment instruments and procedures to address racial and cultural biases and ensure that all people who are incarcerated have access to appropriate programs that will help reduce recidivism.”

Your Committee has ordered a reprint of Bill C-228, as amended, as a working copy for the use of the House of Commons at the report stage.
A copy of the relevant Minutes of Proceedings (Meeting No. 16) is tabled.
