Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, October 8, 2020, the committee commenced its study of systemic racism in policing in Canada.

Kent Roach and Melanie Omeniho made statements and answered questions.

At 5:03 p.m., the sitting was suspended.

At 5:06 p.m., the sitting resumed.

Kanika Samuels-Wortley and Gerri Sharpe made statements and, with Samantha Michaels, answered questions.

The committee proceeded to the consideration of matters related to committee business.

The Chair presented the First Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Monday, November 9, 2020, to consider the business of the committee and agreed to make the following recommendations:

1. That on Monday, November 16, 2020, from 3:30 p.m. to 5:30 p.m. (EasternTime), the committee hear witnesses in relation to its study of systemic racism in policing in Canada.

2. That parties indicate their choices of witnesses to the clerk of the committee in relation to the study of systemic racism in policing in Canada by 5:30 p.m. (ET) on Monday, November 16, 2020.

3. That the minister of Public Safety and Emergency Preparedness be invited to testify in relation to the Main Estimates 2020-21 and Supplementary Estimates (B) for two hours on Wednesday, November 18, 2020.

4. That the Hon. David McGuinty be invited to brief the committee on the annual report 2019 of the National Security and Intelligence Committee of Parliamentarians from 3:30 p.m. to 4:30 p.m. (ET) on Monday, November 23, 2020; and that from 4:30 p.m. to 5:30 p.m. (ET) it receive testimony in relation to its study of systemic racism in policing in Canada.

5. That the meeting of Wednesday, November 25, 2020 be dedicated to hearing witnesses in relation to the committee’s study of systemic racism in policing in Canada.

6. That on Monday, November 30, 2020, from 3:30 p.m. to 4:30 p.m. (ET) the committee hear witnesses in relation to the committee’s study of systemic racism in policing in Canada; and that from 4:30 p.m. to 5:30 p.m. (ET), the committee provide drafting instructions for a report to the analysts in relation to the same study.

7. That during the meetings of Wednesday, December 2, 2020 and Monday, December 7, 2020, the committee hear witnesses in relation to its study of the Parole Board and the circumstances that led to a young woman’s death.

8. That for the meeting of Wednesday, December 9, 2020, the committee hear witnesses in relation to its study of the Parole Board and the circumstances that led to a young woman’s death from 3:30 p.m. to 4:30 p.m.(ET); and that from 4:30 p.m. to 5:30 p.m. (ET), it provide its drafting instructions for a report to the analysts in relation to the same study.

9. That the first meeting of the committee in 2021 be dedicated to consideration of draft reports.

On motion of Pam Damoff, it was agreed, — that the First Report of the Subcommittee be adopted.

At 6:10 p.m., the committee adjourned to the call of the Chair.
