Pursuant to Standing Order 32(5), the committee commenced consideration of the Annual Report of the National Security and Intelligence Committee of Parliamentarians, referred to the committee on Monday, April 12, 2021.

David J. McGuinty made a statement and, with Sean Jorgensen, answered questions.

At 5:13 p.m., the sitting was suspended.

At 5:15 p.m., the sitting resumed.

The committee proceeded to the consideration of matters related to committee business.

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Monday, May 3, 2021, to consider the business of the committee and agreed to make the following recommendations:

1. That, by way of consolidating certain motions for studies agreed to by the committee, the committee undertake a study to examine the current situation in federal prisons in relation to: (a) Correctional Service Canada’s response to COVID-19; (b) the implementation and operation of structured intervention units; and (c) reports of sexual coercion and violence in federal prisons; and that the committee report its findings to the House.

2. That, in relation to item 1 and pursuant to the Standing Order 108(1)(a), the committee order Correctional Services Canada to produce all documents, briefing notes and memoranda since November 30, 2019, regarding the implementation of Structured Intervention Units to comply with the amended Corrections and Conditional Release Act, and that the documents be provided to the committee in both official languages and without redactions with the exception of information regarding the identity of individuals who should instead be identified by a unique number, by June 2, 2021.

3. That, at its meeting on Monday, May 10, 2021, the committee provide drafting instructions to the analysts for the production of a draft report on its study on the Parole Board of Canada and the Circumstances that led to a Young Woman’s Death.

4. That, at its meeting on Wednesday, May 12, 2021, the committee hear from the Minister of the Public Safety and Emergency Preparedness and the Commissioner of the RCMP regarding the Final Report on the Implementation of the Merlo-Davidson Settlement Agreement, pursuant to the motion adopted on Monday, December 7, 2020, and that 30 minutes be added to the end of the meeting to provide drafting instructions to the analysts for the production of a draft report.

5. That, at its meeting on Wednesday, May 26, 2021, the committee resume consideration of the draft report on Systemic Racism in Policing in Canada.

6. That, at its meeting on Monday, May 31, 2021, the committee commence its study on Correctional Services Canada according to the terms of item 1 in this report.

7. That, in light of the Auditor General’s Report 8 – Pandemic Preparedness, Surveillance and Border Control Measures, the committee hold one meeting on the opening and closing of Canada’s borders.

It was agreed, — That the Third Report from the subcommittee be concurred in.

Pursuant to Standing Order 106(4), the committee commenced consideration of the request by four members of the committee to undertake a study of ideologically motivated violence extremist in Canada.

Motion

Pam Damoff moved, — That pursuant to Standing Order 108(2), the Standing Committee on Public Safety and National Security immediately begin a study no later than May 10th into ideologically motivated violent extremism in Canada; that the study consist of four meetings; that the committee invite representatives from our national security agencies and those who have been impacted by IMVE; that the committee report its findings to the House; and that pursuant to Standing Order 109, the government table a comprehensive response to the report.

Debate arose thereon.

Amendment

Kristina Michaud moved, — That the motion be amended by deleting the words “immediately” and “no later than May 10th” and adding, after the words “ideologically motivated violent extremism in Canada”, the words “following the conclusion of the reports on Systemic Racism in Policing in Canada and on the Parole Board of Canada and the Circumstances Leading to the Death of a Young Woman”.

Debate arose thereon.

Subamendment

Glen Motz moved, — That the amendment be amended by replacing the words “reports on Systemic Racism in Policing in Canada and on the Parole Board of Canada and the Circumstances Leading to the Death of a Young Woman » with the words «work outlined in the Third Report of the Subcommittee on Agenda and Procedure adopted on May 5, 2021”.

Debate arose thereon.

After debate, the question was put on the subamendment of Glen Motz and it was agreed to.

The Committee resumed consideration of the motion, as amended, — That pursuant to Standing Order 108(2), the Standing Committee on Public Safety and National Security immediately begin a study of three meetings to be held on Wednesday, May 12, 2021 with department officials, Monday, May 31, 2021 and Wednesday, June 23, 2021, into ideologically motivated violent extremism in Canada; that the committee invite representatives from our national security agencies and those who have been impacted by IMVE; that the following schedule be suggested for the committee: Wednesday, May 26, 2021, the committee resume consideration of the draft report on Systemic Racism in Policing; Wednesday, June 2, 2021, the committee hear from the Minister of Public Safety and Emergency Preparedness and the Commissioner of the RCMP in relation to the Final Report on the Merlo Davidson Settlement Agreement; Monday, June 7, 2021, the committee commence consideration of the draft report on the Parole Board of Canada and the Circumstances Leading to the Death of the Young Woman; Wednesday, June 9, 2021, the committee commence its study on Correctional Services of Canada; Monday, June 14, 2021, the committee meet on the opening and closing of Canada’s borders; and, June 16 and June 21 the committee consider either the draft report on the Parole Board or Canada or the study on Correctional Services of Canada; that the committee report its findings to the House; and that pursuant to Standing Order 109, the government table a comprehensive response to the report.

Shannon Stubbs moved, — That the motion be amended by adding after the words “ideologically motivated violent extremism in Canada” the words “politically motived violent extremism and religiously motivated violent extremism”.

After debate, the question was put on the amendment of Shannon Stubbs and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.
