The committee proceeded to the consideration of matters related to committee business.

A point of order was raised by Jenny Kwan related to a possible breach of privilege.

RULING BY THE CHAIR

The Chair ruled that the point of order did not touch on a matter of privilege.

Whereupon, Jenny Kwan appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

The Chair presented the First Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Wednesday, October 21, 2020, to consider the business of the committee and agreed to make the following recommendations:

  1. That, pursuant to Standing Order 108(2), the committee’s study on urban, rural, and northern Indigenous housing be composed of six meetings.
  2. That prioritized witness lists for the study on urban, rural, and northern Indigenous housing be sent to the clerk of the committee by Friday, October 30, 2020.
  3. That the Parliamentary Budget Officer be invited to provide a report on costing and analysis related to the urban, rural, and northern Indigenous housing study.
  4. That, pursuant to the order of reference of Wednesday, September 30, 2020, the committee conduct a study on the Main Estimates 2020-21; that the study include, but not be limited to, the following witnesses: the Minister of Employment, Workforce Development and Disability Inclusion, the Minister of Families, Children and Social Development, the Minister of Labour, the Minister of Seniors, and departmental officials. That the committee complete its study no later than Friday, November 27, 2020; and that the committee report its findings to the House.
  5. That the subcommittee meet towards the end of the study on urban, rural, and northern Indigenous housing to provide recommendations on the prioritization of the following studies:

    1. That, pursuant to Standing Order 108(2), the committee conduct an ongoing study of the rapid housing initiative as the program is rolled-out over the next six months to Wednesday, March 31, 2021; that all aspects of the proposed program be examined, with specific focus paid to the number and location of units acquired; that any other housing-related initiatives, either of the Canada Mortgage and Housing Corporation or Department of Employment and Social Development or other government department, the committee deems necessary be studied; that witnesses include officials of Department of Employment and Social Development, staff of the Canada Mortgage and Housing Corporation, and other witnesses the committee deems necessary; that this study be conducted over the course of six, one-hour meetings with officials providing monthly progress updates; that the Minister of Families, Children and Social Development and the Chief Executive Officer of the Canada Mortgage and Housing Corporation appear for two hours at a seventh meeting to testify; that the initial meeting be held no later than Saturday, October 31, 2020 and the final meeting be held by Friday, April 30, 2021; and that the committee present its findings to the House.
    2. That, pursuant to Standing Order 108(2), the committee undertake a study on the review of the employment insurance program; that the committee invite the Minister of Employment, Workforce Development and Disability Inclusion to address that subject; that the committee hold a minimum of five meetings on that matter; and that the committee reports its finding and recommendations to the House.

  6. That the analysts produce and provide an overview of the study on the COVID-19 pandemic, including recommendations.

Peter Kent moved, — That the First Report of the subcommittee be concurred in.

Amendment

Brad Vis moved, — That the motion be amended in point 5 by adding after the words “findings to the House” the following: “; and that the committee assign one hour of study on the rapid housing initiative before the Christmas break, subject to the committee moving to two meetings per week”.

Anthony Housefather moved, — That the committee call upon the Minister of Employment, Workforce Development and Disability Inclusion, to appear before the committee with department officials for one hour, and the Minister of Families, Children, and Social Development with department officials for one hour, for a total of two hours, to discuss the spending priorities outlined in the Main Estimates 2020-21, and that this meeting occur before Sunday, November 15, 2020.

Debate arose thereon.

Kate Young moved, — That the motion be amended by adding after the words “Sunday, November 15, 2020” the following: “; and that if possible, an extra meeting be booked, and both ministers appear for an hour, with officials for another hour, for a total of four hours”.
