Pursuant to the order of reference of Monday, October 26, 2020, the committee resumed its study of the emergency situation facing Canadians in light of the second wave of the COVID-19 Pandemic.

The witnesses made statements and answered questions.

Pursuant to the motion adopted on January 29, 2021, the Committee resumed consideration of the amendment of Larry Maguire

Amendment

Larry Maguire moved, — That the motion be amended by adding after the words “in Light of the Second Wave of COVID-19” the following: “and that this interim report be considered only at sittings when the House is on recess”.

Debate arose thereon.

Mike Kelloway moved, — That the motion be amended by deleting the words “on the topic of the impact of COVID-19 on the mental health of Canadians based on the four meetings held on this topic as part of the study” by adding after the words “interim report” the following: “for each of the topics of studies as we conclude their meetings and to be reviewed at the end of the first round of topics”.

The motion, as amended, read as follows:

That the committee instruct the analysts to prepare an interim report for each of the topics of studies as we conclude the meetings and to be reviewed at the end of the first round of topics on the Emergency Situation Facing Canadians in Light of the Second Wave of COVID-19.

Michelle Rempel Garner moved, — That, in an effort to maximize witness testimony and MP questioning time, the clerk of the committee communicate to all witnesses all protocol, procedure and technical information prior to a meeting to ensure that this information does not need to be repeated at the beginning of a meeting. That, to that effect, the chair of the committee only brief the committee on in person protocols if any members of the committee are participating in person.

Tony Van Bynen moved, — That the debate be adjourned until the end of the appearance of ministers on Friday, February 5, 2021.
