Prayer
Recall of the House of Commons

The Speaker informed the House that, in accordance with the order made Monday, April 20, 2020, he had given a notice calling the House to meet this day and that, on Monday, May 11, 2020, he had sent an electronic message to each member of the House containing the substance of that notice.

The Speaker laid upon the table, —

(1) the letter from the government House leader, dated May 11, 2020, concerning the recall of the House; and

(2) the notice by the Speaker recalling the House for May 13, 2020. — Sessional Paper No. 8527-431-9.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Bibeau (Minister of Agriculture and Agri-Food), seconded by Mr. Rodriguez (Leader of the Government in the House of Commons), Bill C-16, An Act to amend the Canadian Dairy Commission Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, it was ordered, — That authorized photographers be permitted to take photos during the in-person proceedings of the Special Committee on the COVID-19 Pandemic, in accordance with the existing guidelines of the House.

Government Orders

Pursuant to order made Monday, April 20, 2020, Mr. Rodriguez (Leader of the Government in the House of Commons), seconded by Ms. Bibeau (Minister of Agriculture and Agri-Food), moved, — That, pursuant to order made Monday, April 20, 2020, Bill C-16, An Act to amend the Canadian Dairy Commission Act, be disposed of as follows:

(a) the bill be ordered for consideration at second reading later this day;
(b) when the House begins debate on the motion for second reading of the bill, two members of each recognized party and a member of the Green Party may each speak to the said motion for not more than 20 minutes, followed by 10 minutes for questions and comments, provided that members may be permitted to split their time with another member; and, at the conclusion of the time provided for the debate or when no member rises to speak, whichever is earlier, all questions necessary to dispose of the second reading stage of the bill shall be put without further debate or amendment, provided that, if a recorded division is requested, it shall not be deferred; and
(c) if the bill is adopted at second reading, it shall be referred to a committee of the whole, deemed considered in committee of the whole, deemed reported without amendment, deemed concurred in at report stage on division, and deemed read a third time and passed on division. (Government Business No. 6)

The question was put on the motion and it was agreed to.


Pursuant to order made earlier today, the order was read for the second reading and reference to a committee of the whole of Bill C-16, An Act to amend the Canadian Dairy Commission Act.

Ms. Bibeau (Minister of Agriculture and Agri-Food), seconded by Mr. Rodriguez (Leader of the Government in the House of Commons), moved, — That the bill be now read a second time and referred to a committee of the whole.

Debate arose thereon.

At 6:48 p.m., pursuant to order made earlier today, the Speaker interrupted the proceedings.

The question was put on the motion and it was agreed to.

Accordingly, pursuant to order made earlier today, Bill C-16, An Act to amend the Canadian Dairy Commission Act, was read the second time and referred to a committee of the whole, deemed considered in committee of the whole, deemed reported without amendment, deemed concurred in at report stage on division, and deemed read a third time and passed on division.

Adjournment

At 6:49 p.m., pursuant to order made Monday, April 20, 2020, the Speaker adjourned the House until Monday, May 25, 2020, at 11:00 a.m., pursuant to Standing Orders 28(2) and 24(1).
