The committee proceeded to the consideration of matters related to committee business.

The Chair presented the First Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Tuesday, March 10, 2020, to consider the business of the committee and agreed to make the following recommendations:

1. That the committee meet on Thursday, March 12, 2020 to discuss the scope and objectives for its study of Indigenous housing providers in northern, urban and rural communities.

2. That, in relation to its study of Indigenous housing providers in northern, urban and rural communities, members submit their lists of prioritized witnesses, including their contact information, to the clerk of the committee no later than Friday, March 20, 2020.

3. That, in relation to its study of Indigenous housing providers in northern, urban and rural communities, the committee hold two meetings on the urban housing situation, two meetings on the rural housing situation, two meetings on the housing situation in northern communities and one meeting for drafting instructions.

4. That the deadline to submit briefs in relation to the study of Indigenous housing providers in northern, urban and rural communities be Friday, April 24, 2020.

5. That the committee make the necessary arrangements to hold a blessing ceremony for its study of Indigenous housing providers in northern, urban and rural communities.

6. That a press release be published on the committee’s website on Monday, June 1, 2020 to announce the 2020 Centennial Flame Research Award and that the deadline for submitting an application be set at Tuesday, September 1, 2020.

Motion

Adam Vaughan moved, — That the First Report from the subcommittee be concurred in.

After debate, the question was put on the motion and it was agreed to.

At 3:55 p.m., the sitting was suspended.

At 4:00 p.m., the sitting resumed.

Motion

Louise Chabot moved, — That, pursuant to Standing Order 108(2), the committee undertake a study on ways to improve the current pilot project for seasonal workers, which ends in May, and that this study include at least two meetings to hear from witnesses.

Amendment

Dan Albas moved, — That the motion be amended by adding after the words “which ends in May,” the following: “as well as to question officials with knowledge on payments made by payroll taxes under the seasonal Temporary Foreign Workers Program,”.

The question was put on the amendment of Dan Albas and it was agreed to, by a show of hands: YEAS: 9; NAYS: 2.

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(2), the committee undertake a study on ways to improve the current pilot project for seasonal workers, which ends in May, as well as to question officials with knowledge on payments made by payroll taxes under the seasonal Temporary Foreign Workers Program, and that this study include at least two meetings to hear from witnesses.
