Pursuant to Standing Order 106(2), the clerk of the committee presided over the election of vice-chairs.

On motion of Peter Julian, it was agreed, — That Hon. Pierre Poilievre be elected First Vice-Chair of the committee.

On motion of Peter Julian, it was agreed, — That Gabriel Ste-Marie be elected Second Vice-Chair of the committee.

The Committee proceeded to the consideration of matters related to committee business.

Motion

Peter Fragiskatos moved, — That the committee undertake a study on sustainable finance in Canada with a focus on: a) driving economic growth; b) opportunities to scale Canadian initiatives; and that the committee dedicate up to seven meetings to the hearing of witnesses in Ottawa.

Debate arose thereon.

Pierre Poilievre gave notice of the following motion:

That the committee undertake a study on corporate welfare.

The debate on the motion of Peter Fragiskatos continued.

Amendment

Peter Julian moved, — That the motion be amended by replacing the words after “That the committee undertake a study on” with the following: “corporate welfare and that the committee dedicate up to eight meetings to the hearing of witnesses in Ottawa”.

RULING BY THE CHAIR

The Chair ruled the proposed amendment inadmissible as it introduced a new proposition which should be the subject of another substantive motion.

At 4:15 p.m., the sitting was suspended.

At 4:25 p.m., the sitting resumed.

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

Motion

Pierre Poilievre moved, — That the committee undertake a study on corporate welfare.

Debate arose thereon.

Amendment

Sean Fraser moved, — That the motion be amended by replacing the words “on corporate welfare” with the words “on the impact of federal investments in Canadian businesses”.

After debate, the question was put on the amendment of Sean Fraser and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

The debate continued.

Amendment

Francesco Sorbara moved, — That the motion be amended by replacing the word “welfare” with the word “subsidies”.

After debate, the question was put on the amendment of Francesco Sorbara and it was agreed to, by a show of hands: YEAS: 9; NAYS: 1.

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

The motion, as amended, read as follows:

That the committee undertake a study on corporate subsidies.

It was agreed, — That, in relation to the study of corporate subsidies, the committee dedicate six meetings in March to the hearing of witnesses; that each party submit a preliminary witness list no later than Monday, March 2, 2020, end of day; and that each party submit a final witness list no later than 6 p.m. on Thursday, March 5, 2020.

At 5:04 p.m., the committee adjourned to the call of the chair.
