The Committee proceeded to the consideration of matters related to Committee business.

Motion

Robert Oliphant moved, — That the committee meet from 3 p.m. to 7 p.m. on Thursday, August 6, 2020; that former ambassadors David Mulroney, John McCallum and Robert Wright, as well as Dr. Lobsang Sangay, be invited to appear from 3 p.m. to 6 p.m.; and that the committee discuss committee business from 6 p.m. to 7 p.m..

Garnett Genuis moved, — That the motion be amended by adding the following: “; that Canada's former ambassador to the People's Republic of China, the Honourable John McCallum, be summoned to appear before the committee at a time, date and location to be determined by the chair and the clerk of the committee”.

Debate arose thereon.

Robert Oliphant moved, — That the amendment be amended by adding after the words “John McCallum” the following: “and former ambassador Robert Wright”.

Pursuant to the Order of Reference of Tuesday, December 10, 2019, the committee resumed its study of Canada-China relations.

Dr. Lobsang Sangay made a statement and answered questions.

At 4:51 p.m., the sitting was suspended.

At 5:02 p.m., the sitting resumed.

David Mulroney made a statement and answered questions.

Motion

Garnett Genuis moved, — That this committee call for dialogue between the Tibetan Central Administration and the government of the People's Republic of China with a view to enabling Tibet to exercise genuine autonomy within the framework of the Chinese constitution, and report this motion to the House.

Debate arose thereon.

Motion

Robert Oliphant moved, — That the debate be now adjourned.

The question was put on the motion and it was agreed to on the following recorded division:

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Second Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your subcommittee met on Wednesday, July 29, 2020, to consider the business of the committee and agreed to make the following recommendations:

1. That the committee meet on Tuesday, August 11; Thursday, August 13; Monday, August 17 and Tuesday, August 25, 2020, from 11:00 a.m. to 2:00 p.m. to hear from witnesses on the situation in Hong Kong.

2. That the parties submit their prioritized list of witnesses with contact information to the Clerk of the committee no later than noon, on Wednesday, August 5th, 2020 for the meetings on the situation in Hong Kong.

3. That the Analyst prepare a draft work plan in relation to the situation in Hong Kong for the committee’s consideration.

At 7:06 p.m., the committee adjourned to the call of the Chair.
