Pursuant to Standing Order 108(2), the Committee commenced consideration of the subject matter of Bill C-93, An Act to provide no-cost, expedited record suspensions for simple possession of cannabis.

The Minister made a statement and, with Angela Arnet Connidis, Ian Broom and Jennifer Gates-Flaherty, answered questions.

At 4:33 p.m., the sitting was suspended.

At 4:41 p.m., the sitting resumed.

Angela Arnet Connidis, Ian Broom, Brigitte Lavigne and Amanda Gonzalez answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

The Chair presented the Fifteenth Report from the Subcommittee on Agenda and Procedure, which read as follows.

Your Subcommittee met on Wednesday, April 10, 2019, to consider the business of the Committee and agreed to make the following recommendations:

  1. That, the Committee invite the Chair of the National Security and Intelligence Committee of Parliamentarians (NSICOP) to appear on Monday, May 13, 2019, for one hour to discuss and answer questions in relation to the 2018 Annual Report tabled in the House on Tuesday, April 9, 2019;
  2. That, in relation to the Committee’s study of Bill C-93, An Act to provide no-cost, expedited record suspensions for simple possession of cannabis, and/or the subject matter thereof, the Minister of Public Safety and Emergency Preparedness and appropriate departmental officials be invited to appear on Monday, April 29, 2019, and, that parties submit their prioritized witness lists to the Clerk no later than 5:00 p.m. on Friday, April 19, 2019; and
  3. That, the Chair respond to the Tuesday, April 9, 2019, letter from the Chair of the Standing Committee on Finance indicating that the Committee intends to study the portion of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures, referred to in the letter, and, that the appropriate departmental officials be invited to appear on Wednesday, May 8, 2019, in relation to that study.

It was agreed, — That the Fifteenth Report of the Subcommittee be concurred in.

At 5:32 p.m., the Committee adjourned to the call of the Chair.
