The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Eighth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

  1. That, during the first hour of the meeting on Tuesday, November 7, 2017, the Committee resume consideration of a draft report in relation to its study of services and facilities provided to Members of Parliament with young children; and, that officials from the House of Commons Administration be invited to appear.
  2. That, during the second hour of the meeting on Tuesday, November 7, 2017, the Committee commence a review of the House of Commons electronic petitions system; and, that officials from the House of Commons Administration be invited to appear.
  3. That, during the first hour of the meeting on Thursday, November 9, 2017, pursuant to Standing Order 81(5), the Committee undertake a study of the Supplementary Estimates (B) 2017-18: Vote 1b under House of Commons and Vote 1b under Parliamentary Protective Service, referred to the Committee on Thursday, October 26, 2017; and, that the Speaker, the Clerk of the House of Commons and the Director of the Parliamentary Protective Service be invited to appear.
  4. That, during the second hour of the meeting on Thursday, November 9, 2017, the Committee receive an in camera briefing on the status of labour relations at the Parliamentary Protective Service; that the Director of the Parliamentary Protective Service be invited to appear from 12:00 p.m. to 12:30 p.m.; and, that representatives of the unions be invited to appear from 12:30 p.m. to 1:00 p.m.
  5. That, during the first hour of the meeting on Tuesday, November 21, 2017, the Committee meet to consider matters related to committee business.
  6. That, during the second hour of the meeting on Tuesday, November 21, 2017, the Committee commence a study of the creation of an independent commissioner to organize political party leaders' debates during future federal election campaigns; and, that the Honourable Karina Gould, Minister of Democratic Institutions, be invited to appear.
  7. That the Chair write to the Honourable Karina Gould, Minister of Democratic Institutions, regarding the Committee's study of the creation of an independent commissioner to organize political party leaders’ debates during future federal election campaigns.

It was agreed, — That, in relation to the study of the creation of an independent commissioner to organize political party leaders' debates during future federal elections and the study of the use of indigenous languages in the proceedings of the House of Commons, witness lists be submitted to the Clerk of the Committee by Thursday, November 16, 2017.

Pursuant to Standing Order 108(3)(a) and the motion adopted by the Committee on Thursday, October 19, 2017, the Committee resumed its study of services and facilities provided to Members of Parliament with young children.

The Committee resumed consideration of a draft report.

It was agreed, — That, notwithstanding normal in camera practices, Committee members be allowed to share the confidential draft report on services and facilities provided to Members of Parliament with young children with their Whips and House Leaders; and, that it also be shared with the appropriate officials from the House of Commons Administration.

At 12:37 p.m., the Committee adjourned to the call of the Chair.
