Pursuant to Standing Order 108(3)(f) and the motion adopted by the Committee on Tuesday, January 31, 2017, the Committee resumed its study of the issues related to the enumeration of rights-holders under section 23 of the Canadian Charter of Rights and Freedoms.

Jane Badets made a statement and, with Jean-Pierre Corbeil, answered questions.

At 4:31 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

Pursuant to Standing Order 108(3)(f) and the motion adopted by the Committee on Wednesday, January 30, 2018, the Committee resumed its review of support programs for official language minority community media.

Richard Tardif, François Côté and Francis Sonier made a statement and, with Linda Lauzon and François Côté, answered questions.

Bernard Généreux moved, — That the Committee recommend that Canadian Heritage establish a $2 million emergency fund for official language minority media to be administered by an ad hoc committee composed of the Association de la presse francophone, the Alliance des radios communautaires du Canada and the Quebec Community Newspaper Association.

Debate arose thereon.

At 5:16 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit for five (5) minutes.

Linda Lapointe moved, — That the debate be now adjourned.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

At 5:17 p.m., the Committee adjourned to the call of the Chair.
