The Committee proceeded to the consideration of matters related to Committee business.

Motion

Don Davies moved, — That, pursuant to Standing Order 108(2), the Committee undertake an emergency study of the opioid crisis in Canada.

Debate arose thereon.

Amendment

Len Webber moved, — That the motion be amended by replacing the word “emergency” by “immediate”, by adding the words “fentanyl and” after the words “immediate study of the” and by adding the words “in light of the alarming and growing number of deaths caused by these substances, to determine what action can be taken by the federal government” after the words “opioid crisis in Canada”.

After debate, the question was put on the amendment of Len Webber and it was negatived, by a show of hands: YEAS: 3; NAYS: 6.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

Motion

Pierre Poilievre moved, — That, pursuant to Standing Order 108(2), the Committee immediately undertake a study into the government’s rejection of an expert-panel’s decision to locate the future Ottawa Hospital Civic Campus on federal land across the street from the existing Hospital; and that the Committee call the Ministers of Environment, Heritage, and Agriculture and Dr. Mark Kristmanson, CEO of the National Capital Commission (NCC), to discuss the matter.

RULING BY THE CHAIR

The Chair ruled the proposed motion inadmissible as it went beyond the mandate of the Committee as outlined in Standing Order 108(2).

The decision of the Chair was appealed.

The question, “Shall the decision of the Chair be sustained?” was put and the decision was maintained on a show of hands: YEAS: 5; NAYS: 4.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March 7, 2016, the Committee resumed its study of the Development of a National Pharmacare Program.

The witnesses made statements and answered questions.

At 10:46 a.m., the Committee adjourned to the call of the Chair.
