     Honourable members of the committee,

    I see we have a quorum.

    I must inform members that the clerk of the committee can only receive motions for the election of the chair. The clerk cannot receive other types of motions, cannot entertain points of order, nor participate in debate.

[Translation]

    We can now proceed to the election of a chair.
    Pursuant to Standing Order 106(2), the chair must be a member of the government party.

    I am ready to receive motions for the chair.

[Translation]

    Madam Clerk, I move that Mr. Ken McDonald be elected chair of the committee.
    It has been moved by Mr. Finnigan that Mr. Ken McDonald be elected chair of the committee.
    Are there any other motions?

     I declare the motion carried, and Mr. Ken McDonald duly elected chair of the committee.
    Some hon. members: Hear, hear!
    First, I'll say thank you my colleagues, of course, and everybody on the committee for giving me the opportunity to hold this position.
    I want to welcome everybody who was on the committee when we rose in June. It's good to see everybody back.
    I want to welcome some new members to the committee.
    I believe Mr. Calkins is going to be a full-time member on the Conservative side. Welcome, sir. We look forward to your knowledge and experience from the years you've spent here as an MP.
    I want to welcome as well a colleague on the Liberal side, Colin Fraser. I look forward to your input.
    Here today subbing for Mr. Hardy is the Honourable Kent Hehr. Good to see you today, sir.
    With this, I'll ask us to suspend for a moment, so we can go in camera and discuss committee business.
