Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, November 14, 2016, the Committee resumed its study of the economic security of women in Canada.

Carole Gingras, by teleconference from Montreal, Quebec, Meg Gingrich and Debora De Angelis made statements and answered questions.

At 9:46 a.m., the sitting was suspended.

At 9:49 a.m., the sitting resumed.

Linda Davis by videoconference from London, Ontario, and Anne Day made statements and answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

The Chair presented the eighth report from the Subcommittee on Agenda and Procedure.

It was agreed—That the report, as amended, be concurred in and read as follows:

Your Subcommittee met on Tuesday, April 4, 2017, to consider the business of the Committee and agreed to make the following recommendations:

1. That, in relation to the study of Bill C-337, An Act to amend the Judges Act and the Criminal Code (sexual assault):

a. the analyst and the Clerk of the Committee, in consultation with the Chair, issue a news release to announce the Committee's study of Bill C-337 and to invite the public to submit briefs in relation to the study by no later than Wednesday, April 19, 2017;

b. a proposed budget in the amount of $ 9,000 be adopted;

c. relevant evidence and documentation received by the Committee in relation to its past study of violence against young women and girls in Canada be taken into consideration by the Committee in its current study of Bill C-337;

d. the analyst prepare a Summary of Evidence for distribution to members on Monday, April 24, 2017;

e. the Committee reserve the meetings of Tuesday, April 11 and Thursday, April 13, 2017, to hear witnesses;

f. the meeting of Thursday, May 4, 2017, be dedicated to the clause by clause consideration of Bill C-337;

g. Committee members submit to the Clerk all of their proposed amendments to Bill C-337 no later than 5:00 p.m. on Tuesday, May 2, 2017.

2. That, in relation to its study of economic security of women in Canada:

a. the news release issued on December 15, 2016, be re-issued to reflect the new deadline for the submission of briefs and the wording of the motion initiating the study;

b. Committee members submit to the Clerk a list of additional witnesses no later than 4:00 p.m. on Friday, April 28, 2017.

It was agreed, — That the proposed work plan for the study of Bill C-337 be concurred in as amended.

Sheila Malcolmson gave notice of the following motion:

That the Committee invite the Minister of the Status of Women, the Honourable Maryam Monsef, to appear before the Committee at the earliest opportunity to brief the Committee Members and respond to questions on her progress, to-date, in implementing Gender-Based Analysis Plus; that, in addition, Treasury Board Secretariat officials be invited to appear at this meeting to update Committee members on the Secretariat's response to Gender-Based Analysis Plus; and that this meeting be televised.

Sheila Malcolmson gave notice of the following motion:

That the Committee invite the Minister of Finance, the Honourable Bill Morneau, at the earliest opportunity to explain the effect of Budget 2017 on women and girls; and that this meeting be televised.
