The Committee proceeded to the consideration of matters related to Committee business.

Motion

Pam Damoff moved, — That the Committee study violence in the lives of young women and girls, with particular attention to (but not limited to):

- The nature and extent of cyber-violence against young girls and women and best practices to address and prevent it;

- The nature and extent of street harassment and disrespectful public behaviour and best practices to address and prevent it;

- Explore issues faced by young women on campus, and how to build a more consistent application of effective strategies by universities and colleges to address violence against young women on campus, including the notion of “rape culture” and definitions and perceptions of consent;

- Explore the impacts of hypersexualization of young women and girls in the traditional and social media and how to engage relevant sectors in countering such practices;

- Explore best practices for engaging men and boys to be part of the solution on these issues;

- Include in the examination of the above those groups in our society who are at particular risk, such as the lesbian, gay, bisexual and transgender (LGBT) community, newcomer and immigrant young women and girls;

and that the Committee report its findings to the House.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 1.

Motion

Karen Vecchio moved, — That the committee undertake a study on housing for girls and women in Canada, including its relationship to domestic violence in the lives of women and girls, and the need for better shelter funding in order to provide for women and girls who are suffering from domestic violence; and that the committee report its findings to the House.

Debate arose thereon.

Motion

Anita Vandenbeld moved, — That the Committee study ways in which the government could develop more robust monitoring and reporting on gender-based analysis practices and develop indicators to demonstrate concrete results of gender-based analysis to advance gender equality:

- Examine the work being done by a number of federal departments and agencies to implement systems to monitor the use of gender-based analysis in government processes;

- Identify best practices in measuring the impacts of government policies and programs in creating more equitable results;

- Examine the gaps outlined by the Auditor General in the application of gender-based analysis and how to address these.

Amendment

Sheila Malcolmson moved, — That the motion be amended by replacing the words "develop more robust monitoring and reporting on gender-based analysis practices and develop indicators to demonstrate concrete results of" by "more fully implement gender-based analysis"

That the motion be amended by adding the word "including" after the word "equality"

That the motion be amended by adding after the words "address these" the following: and that the Committee report its findings to the House and request a Government response to its report.

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

The motion, as amended, read as follows:

That the Committee study ways in which the government could more fully implement gender-based analysis (GBA) to advance gender equality, including:

- Examine the work being done by a number of federal departments and agencies to implement systems to monitor the use of gender-based analysis in government processes;

- Identify best practices in measuring the impacts of government policies and programs in creating more equitable results;

- Examine the gaps outlined by the Auditor General in the application of gender-based analysis and how to address these.

And that the Committee report its findings to the House; and that the Committee request a government response to its report .

Sheila Malcolmson moved, — That the Committee reserve consideration for the remaining nine (9) notices of motion for a future meeting.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.
