The Committee proceeded to the consideration of matters related to Committee business.

Motion

Tracey Ramsey moved, — That with regard to the Committee’s study of Bill C-31, An Act to implement the Free Trade Agreement between Canada and Ukraine, the Committee invite witnesses to appear to discuss the state of human rights in Ukraine.

Debate arose thereon.

It was agreed, — That the Committee proceed to sit in camera.

Pursuant to the Order of Reference of Tuesday, December 13, 2016, the Committee commenced consideration of Bill C-31, An Act to implement the Free Trade Agreement between Canada and Ukraine.

The Committee commenced its clause-by-clause study of the Bill.

Kirsten Hillman answered questions.

Pursuant to Standing Order 75(1), consideration of Clause 1 (Short Title), is postponed.

The Chair calls Clause 2.

By unanimous consent, Clauses 2 to 14 inclusive carried severally.

On Clause 15,

Tracey Ramsey moved, — That Bill C-31, in Clause 15, be amended by adding after line 20 on page 5 the following:

“INDEPENDENT REVIEW

15.1 (1) The Minister must cause an independent review to be undertaken of all actions taken under the authority of this Act and of the impact of these actions on human rights in Canada and in Ukraine.

(2) The Minister must cause a report of the review to be laid before each House of Parliament by May 15 of each year or, if that House is not then sitting, on any of the first 30 days next thereafter that the House is sitting.”

After debate, the question was put on the amendment of Tracey Ramsey and it was negatived, by a show of hands: YEAS: 1; NAYS: 8.

Clause 15 carried.

By unanimous consent, Clauses 16 to 30 inclusive carried severally.

By unanimous consent, Clauses 31 to 44 inclusive carried severally.

It was agreed, — That the Committee defray the costs of hospitality arising from a health break to be held on Wednesday, February 8, 2017 with a delegation from Denmark.

It was agreed, — That, in relation to its Trans-Pacific Partnership Agreement (TPP) Public Consultation and other international trade issues, the Committee invite the Minister of Foreign Affairs and the Minister of International Trade to appear as early as possible for one hour each.

At 4:50 p.m., the Committee adjourned to the call of the Chair.
