Pursuant to Standing Order 106(4), the Committee commenced consideration of the request by four members of the Committee to undertake a study of the revocation of Richardson International's export registration by the Chinese government.

Motion

Randy Hoback moved, — That the Committee invite the following witnesses to appear concerning the recent revocation by the Chinese government of Richardson International’s canola export registration to the Chinese market:

  1. the Minister of Agriculture and Agri-Food;
  2. the Minister of International Trade Diversification; and
  3. the Minister of Foreign Affairs;

and that all witnesses appear no later than Friday, March 15, 2019.

Debate arose thereon.

Amendment

Sukh Dhaliwal moved, — That the motion be amended by replacing the words “c. the Minister of Foreign Affairs; and that all witnesses appear no later than Friday, March 15, 2019” with the words “c. the officials of both ministries; and that the officials appear on Thursday, March 21, 2019; and that both the Minister of Agriculture and Agri-Food and the Minister of International Trade Diversification appear during the week starting on Monday, April 1, 2019”.

After debate, the question was put on the amendment of Sukh Dhaliwal and it was agreed to on the following recorded division:

YEAS: Sukh Dhaliwal, Peter Fonseca, David J. McGuinty, Kyle Peterson, Anita Vandenbeld — 5;

NAYS: Luc Berthold, Randy Hoback, Larry Maguire, Brian Masse — 4.

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division:

YEAS: Luc Berthold, Sukh Dhaliwal, Peter Fonseca, Randy Hoback, Larry Maguire, Brian Masse, David J. McGuinty, Kyle Peterson, Anita Vandenbeld — 9;

NAYS: — 0.

The motion, as amended, read as follows:
