Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 1, 2018, the Committee resumed its study of the support of Indigenous Canadians in the agriculture and agri-food industry.

Shannin Metatawabin made a statement.

Luc Berthold gave notice of the following motion:

That, pursuant to Standing Order 108(2), the Committee undertake a study on the financial impacts of the summer 2018 drought for Quebec producers; that this study consist of at least two meetings; that the Minister of Agriculture and Agri-Food and his officials be invited to appear in order to explain the refusal to accept changes to the crop insurance program that would make the claims admissible for producers affected by the drought of the summer 2018 in Bas-Saint-Laurent, Chaudière-Appalaches, Gaspésie-les Îles-de-la-Madeleine, Saguenay-Lac-Saint-Jean and Abitibi-Témiscamingue; and that representatives of the producers affected by this drought be invited to appear.

The witnesses answered questions.

At 12:42 p.m., the sitting was suspended.

At 12:44 p.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Debate arose thereon.

By unanimous consent, it was agreed, — That the debate be now adjourned and resumed on Thursday, February 28, 2019.

The Chair presented the Eighth Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your Subcommittee met on Thursday, February 21, 2019, to consider the business of the Committee and agreed to make the following recommendations:

  1. That, in relation to the study of the Interim Estimates 2019-20, the Committee invite the Minister of Agriculture and Agri-Food to appear for two hours, at his earliest convenience, even if his availability is after the deadline to report the Votes to the House, pursuant to Standing Order 81(6).

  2. That, in relation to the motion adopted on Tuesday, February 19, 2019:
    1. the title be Perception of and public trust in the Canadian agricultural sector;
    2. the study be communicated on social media;
    3. the Committee invite representatives of the Canada Veterinary Medical Association, the Canadian Trucking Alliance (livestock transportation), the National Farm Animal Care Council, and the Retail Council of Canada to appear on Thursday, February 28, 2019; and
    4. future witnesses be divided in panels by the Committee on Thursday, February 28, 2019.

  3. That the log of notices of motions sent to the Clerk since Wednesday, February 3, 2016, be amended.

It was agreed, — That the Eighth Report of the Subcommittee be concurred in.

It was agreed, — That the communication plan in relation to the study on the perception of and public trust in the Canadian agricultural sector be adopted.

At 1:05 p.m., the Committee adjourned to the call of the Chair.
