The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the committee undertake a study on the Perishable Agricultural Commodities Act before the end of June 2016.

It was agreed, — That the committee receive, before the end of May, an update from stakeholders and departmental officials from Agriculture and Agri-Food Canada, of our current diagnostic capacity of testing and measuring bee health in Canada, recognizing the bee populations are vital to the health and vitality of the Canadian agricultural sector.

It was agreed, — That the Committee undertake a study on Canada’s next multi-year agricultural policy framework at its earliest convenience, including sections on Canada’s suite of farm income safety nets and the role of discovery science and innovation in the sector; that the Committee hear from government officials and a wide and diverse range of industry representatives and interest groups from every region of the country; and that the Committee report its findings to the House.

It was agreed, — That the Clerk invite three individuals or organizations including Agriculture and Agri-Food Canada to appear before the Committee during the meeting of Wednesday, May 4, 2016 regarding the study of Canada’s Preferential Status under the United States Perishable Agricultural Commodities Act (PACA); and that the meeting be cancelled if this cannot be arranged.

It was agreed, — That the Clerk, in consultation with the Chair, prepare a budget proposal for the travel of the Committee in relation to its study on Canada’s next multi-year agricultural policy framework in early June 2016, and that the budget proposal be submitted to the Committee for approval.

It was agreed, — That, in relation to Orders of Reference from the House respecting Bills,

(a) the Clerk of the Committee, upon the Committee receiving such an Order of Reference, write to each Member who is not a member of a caucus represented on the Committee to invite those Members to file with the Clerk of the Committee, in both official languages, any amendments to the Bill, which is the subject of the said Order, which they would suggest that the Committee consider;

(b) suggested amendments filed, pursuant to paragraph (a), at least 48 hours prior to the start of clause-by-clause consideration of the Bill to which the amendments relate be deemed to be proposed during the said consideration, provided that the Committee may, by motion, vary this deadline in respect of a given Bill; and

(c) during the clause-by-clause consideration of a Bill, the Chair allow a Member who filed suggested amendments, pursuant to paragraph (a), an opportunity to make brief representations in support of them.

At 3:47 p.m., the Committee adjourned to the call of the Chair.
