The Standing Committee on Procedure and House Affairs met in a televised session at 11:00 a.m. this day, in Room 237-C, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Brad Butt, David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Ted Opitz, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

In attendance: Library of Parliament: Andre Barnes, Analyst.

 

Witnesses: Elections Canada: Marc Mayrand, Chief Electoral Officer; Belaineh Deguefé, Deputy Chief Electoral Officer, Integrated Services, Policy and Public Affairs; Michel Roussel, Deputy Chief Electoral Officer, Electoral Events; Hughes St-Pierre, Chief Financial and Planning Officer, Integrated Services, Policy and Public Affairs.

 
Pursuant to Standing Order 108(3)(a), the Committee commenced its study of the subject matter of the Main Estimates 2014-15: Vote 1 under CHIEF ELECTORAL OFFICER.
 

Marc Mayrand made a statement and answered questions.

 

David Christopherson gave notice of the following motion:

That the Committee conduct a study into the provision of services to the House of Commons Liberal Caucus out of resources of the Senate of Canada in contravention of the Members By-Laws of the House of Commons since the 2011 election, and that in preparation for these hearings the Liberal Research Bureau provide to the Committee all organizational charts, all employment records (with personal information redacted), and all the briefing materials which were produced by employees of the Senate of Canada and then distributed to the Liberal House of Commons Caucus.

 

Questioning of the witness resumed.

 

At 11: 44 am, by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

 

At 11:58 a.m., the Committee adjourned to the call of the Chair.
