The Standing Committee on Government Operations and Estimates met in a televised session at 11:37 a.m. this day, in Room 253-D, Centre Block, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Tarik Brahmi, Brad Butt, Hon. Gerry Byrne, Greg Kerr, Guy Lauzon, Pat Martin, Mathieu Ravignat, Chris Warkentin and Wai Young.

 

Acting Members present: Chungsen Leung for Mark Adler.

 

In attendance: Library of Parliament: André Léonard, Analyst; Lindsay McGlashan, Analyst.

 

Witnesses: Department of Public Works and Government Services: Brigitte Fortin, Assistant Deputy Minister, Accounting Banking and Compensation Branch ; Alex Lakroni, Chief Financial Officer, Finance and Administration Branch; Pierre-Marc Mongeau, Assistant Deputy Minister, Real Property Branch. Shared Services Canada: Manon Fillion, Director General, Deputy Chief Financial Officer, Finance; Kevin Radford, Senior Assistant Deputy Minister, Operations; Elizabeth Tromp, Acting Senior Assistant Deputy Minister and Chief Financial Officer, Corporate Services.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Mathieu Ravignat moved, — That Joe Friday be summoned to appear before the Committee at 11:00 a.m. on Tuesday, March 24, 2015.

Debate arose thereon.

 

Gerry Byrne moved, — That the motion be amended by replacing all the words after “Friday” with the following: “be inform that his presence is required at the next meeting”.

Debate arose thereon.

 

After debate, the question was put on the amendment of Gerry Byrne and it was negatived, by a show of hands: YEAS: 1; NAYS: 6.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 6.

 

Greg Kerr moved, — That Joe Friday be invited to appear at the earliest opportunity that could be found by the Chair, in relation to his nomination as an interim Commissioner of the Office of the Public Sector Integrity Commissioner of Canada.

Debate arose thereon.

 

Mathieu Ravignat moved, — That the motion be amended by replacing all the words between the words “appear” and “, in” with the following: “at the next meeting on Tuesday, March 24, 2015”.

Debate arose thereon.

 

The question was put on the amendment of Mathieu Ravignat and it was negatived, by a show of hands: YEAS: 2; NAYS: 6.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 2.

 
Pursuant to Standing Order 81(5), the Committee resumed consideration of the Supplementary Estimates (C) 2014-15: Vote 1c under PUBLIC WORKS AND GOVERNMENT SERVICES, referred to the Committee on Thursday, February 19, 2015.
 

Alex Lakroni made a statement and, with the other witnesses, answered questions.
