It has been moved by Mr. Trottier that Mr. Pat Martin be elected as chair of the committee.

Since Mr. Martin is elected in absentia, I will ask Mr. Byrne, as vice-chair, to take the chair please.

I would ask now if we could move to the business of electing a government vice-chair. If the committee wishes to proceed, are there nominations from the floor?

Mr. Chair, I move that we schedule a meeting for the planning subcommittee according to our routine proceedings for a future date, not for today. Our routine motions...we have a planning subcommittee comprised of the chair and the two vice-chairs, and then one more member from the government side. At the earliest convenience, could we have a meeting of the planning subcommittee?

Mr. Chair, with your permission, I would like to take a minute to address the distinguished members of our assembly.
This will be on a very happy note. As you know, the Quebec Winter Carnival will begin next February 7. We will then be welcoming people from everywhere, since this is an international carnival. Thus I feel I can speak about it to our committee. We will be welcoming people from Alberta, and delegations from everywhere will be coming to Quebec. That is why I am happy to invite you to come and celebrate our winter carnival with us in Quebec City during the weekend of February 7 or February 14.
