The Standing Committee on Government Operations and Estimates met in a televised session at 3:33 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, Pierre-Luc Dusseault, presiding.

 

Members of the Committee present: Brad Butt, Hon. Gerry Byrne, Anne-Marie Day, Pierre-Luc Dusseault, Larry Maguire, Pat Martin, Hon. Gordon O'Connor and Bernard Trottier.

 

Acting Members present: Dan Albas for Jim Hillyer, Mathieu Ravignat for Pat Martin and Joy Smith for Mark Adler.

 

In attendance: Library of Parliament: Lindsay McGlashan, Analyst; André Léonard, Analyst.

 

Appearing: Hon. Tony Clement, President of the Treasury Board.

 

Witnesses: Treasury Board Secretariat: Michael Vandergrift, Assistant Secretary, Regulatory Affairs.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Bernard Trottier moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Brad Butt, Larry Maguire, Gordon O'Connor, Bernard Trottier — 4; NAYS: Gerry Byrne, Anne-Marie Day, Pat Martin — 3.

 

At 3:36 a.m., the sitting was suspended.

At 3:36 a.m., the sitting resumed in camera.

 

It was agreed, — That the Committee adopt the following calendar of activities:

1. Tuesday December 2, 2014: Study of Bill C-21

8:45 a.m. to 9:45 a.m.: 1.Canadian Federation of Independent Business. 2. Canadian Consumer Speciality Product Association. 3. Public Service Alliance of Canada

9:45 a.m. to 10:45 a.m.: 1. Environment Canada. 2. Fisheries and Oceans Canada. 3. Health Canada

2. Thursday December 4, 2014: Clause by Clause study of Bill C-21.

 

It was agreed, — That the members of the Committee submit to the Clerk of the Committee, in both official languages, all of their proposed amendments to Bill C-21 no later than Tuesday, December 2, 2014 at 5 p.m.

 

At 4:21 p.m., the sitting was suspended.

At 4:30 p.m., the sitting resumed in public.

 
Pursuant to the Order of Reference of Monday, November 17, 2014, the Committee commenced consideration of Bill C-21, An Act to control the administrative burden that regulations impose on businesses.
 

The Minister made a statement and, with Michael Vandergrift, answered questions.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
