The Standing Committee on Government Operations and Estimates met at 8:46 a.m. this day, in Room 306, La Promenade Building, the Chair, Pierre-Luc Dusseault, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, Mark Adler, Jay Aspin, Hon. Gerry Byrne, Anne-Marie Day, Pierre-Luc Dusseault, Jim Hillyer and Hon. Gordon O'Connor.

 

Acting Members present: Emmanuel Dubourg for Hon. Gerry Byrne, Mathieu Ravignat for Pat Martin and Robert Sopuck for Bernard Trottier.

 

Other Members present: Emmanuel Dubourg.

 

In attendance: Library of Parliament: André Léonard, Analyst; Lindsay McGlashan, Analyst.

 

Witnesses: Government of Ontario: Marc Foulon, Head, Open Government, Ministry of Government Services. City of Ottawa: Robert Giggey, Program Manager, Content Design and Development , Service Ottawa. As an individual: Don Lenihan, Senior Associate, Public Policy Forum. City of Toronto: Harvey Low, Manager, Social Research Unit, Toronto Social Development Finance and Administration Division. Government of Ontario: Ron McKerlie, Deputy Minister, Open Government, Ministry of Government Services.

 
Pursuant to Standing Order 108(3)(c)(ii) and the motion adopted by the Committee on Thursday, February 13, 2014, the Committee resumed its study of the government's open data practices.
 

Ron McKerlie, Robert Giggey, Harvey Low and Don Lenihan made statements and, with Marc Foulon, answered questions.

 

At 10:31 a.m., the sitting was suspended.

At 10:33 a.m., the sitting resumed.

 

Gordon O'Connor moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Diane Ablonczy, Mark Adler, Jay Aspin, Jim Hillyer, Gordon O'Connor, Robert Sopuck — 6; NAYS: Gerry Byrne, Anne-Marie Day, Mathieu Ravignat — 3.

 

At 10:35 a.m., the sitting was suspended.

At 10:35 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the clerk be instructed to invite provincial and municipal officials from the Atlantic region, as well as Mary Francoli from Carleton University, to appear before the Committee on Thursday, May 8, and Thursday, May 15, 2014, with regard to the study of the government’s open data practices.

 

It was agreed, — That debate on the motion by Gerry Byrne be adjourned and resumed at the beginning of the second hour of the meeting scheduled for Thursday, May 1, 2014, when the Committee addresses “Committee Business”.

 

At 10:46 a.m., the Committee adjourned to the call of the Chair.
