The Standing Committee on Justice and Human Rights met in a televised session at 3:31 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Françoise Boivin, Sean Casey, Bob Dechert, Robert Goguen, Pierre Jacob, Ève Péclet, Mike Wallace and David Wilks.

 

Acting Members present: Stella Ambler for Kyle Seeback and Joy Smith for Patrick Brown.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Dominique Valiquet, Analyst. House of Commons: Chloé O'Shaughnessy, Procedural Clerk.

 

Witnesses: As individuals: Christine Bruckert, Professor, Department of Criminology, University of Ottawa; Ed Smith; Linda Smith. Canadian Women's Foundation: Diane Redsky, Project Director, Task Force on Trafficking of Women and Girls in Canada; Barbara Gosse, Director of Research, Policy and Innovation. Pivot Legal Society: Elin Sigurdson, Lawyer; Kerry Porth, Chair of the Board of Directors. SIM Canada: John Cassells, Street Youth Specialist.

 
Pursuant to the Order of Reference of Monday, June 16, 2014, the Committee resumed consideration of Bill C-36, An Act to amend the Criminal Code in response to the Supreme Court of Canada decision in Attorney General of Canada v. Bedford and to make consequential amendments to other Acts.
 

Christine Bruckert, Diane Redsky, Barbara Gosse, Elin Sigurdson, Kerry Porth, John Cassells and with Ed Smith and Linda Smith, by videoconference from Regina, Saskatchewan, made statements and answered questions.

 

At 5:19 p.m., the sitting was suspended.

At 5:23 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee undertake its clause-by-clause study of Bill C-36, An Act to amend the Criminal Code in response to the Supreme Court of Canada decision in Attorney General of Canada v. Bedford and to make consequential amendments to other Acts, on Tuesday, July 15, 2014 at 9:30 a.m.;

That the deadline to submit amendments be Saturday, July 12, 2014 at 5:00 p.m.; and

That the Clerk distribute the amendment package at the latest at noon on Sunday, July 13, 2014.

 

At 5:39 p.m., the Committee adjourned to the call of the Chair.
