The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:30 p.m. this day, in Room 228, The Valour Building, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Ray Boughen, Brad Butt, Rodger Cuzner, Sadia Groguhé, Colin Mayes, Phil McColeman and Marie-Claude Morin.

 

Acting Members present: Leon Benoit for Jim Eglinski, Alain Giguère for Jinny Jogindera Sims and Robert Goguen for Scott Armstrong.

 

In attendance: Library of Parliament: Caroline Quesnel, Analyst; Shauna Troniak, Analyst.

 

Witnesses: Canadian Union of Public Employees: Archana Rampure, Senior Officer; Margot Young, Senior Research Officer. Youth Opportunities Unlimited: Steve Cordes, Executive Director; Courtney Bain. Crossing All Bridges Learning Centre: Debbie Brown, Executive Director; Sherrie Marshall, Manager of Operations. ABC Life Literacy Canada: Gillian Mason, President. National Union of Public and General Employees: Andrew McNeill, National Representative.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, — That for the meeting of Tuesday, March 24, 2015, witnesses be invited for the first hour and that the Committee proceed to the consideration of Committee business for the second hour.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 5, 2015, the Committee resumed its study on exploring the potential of social finance in Canada.
 

Andrew McNeill and Margot Young made statements and answered questions.

 

At 4:29 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

 

Gillian Mason by videoconference from Toronto, Ontario, Debbie Brown by videoconference from Waterloo, Ontario, Steve Cordes and Courtney Bain made statements and, with Sherrie Marshall, answered questions.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
