The Standing Committee on Health met at 3:32 p.m. this day, in Room C-120, 1 Wellington Street, for the purpose of electing a Chair, pursuant to Standing Order Order 106(1).

 

Members of the Committee present: Eve Adams, Libby Davies, Earl Dreeshen, Hon. Hedy Fry, Hon. Laurie Hawn, Wladyslaw Lizon, Ben Lobb, Wayne Marston, Isabelle Morin and David Wilks.

 

Acting Members present: Jay Aspin for Joy Smith, James Lunney for Wladyslaw Lizon and Jinny Jogindera Sims for Dany Morin.

 

In attendance: House of Commons: Julie Geoffrion, Procedural Clerk. Library of Parliament: Melissa Pang, Analyst; Sonya Norris, Analyst.

 

Witnesses: Department of Public Safety and Emergency Preparedness: Trevor Bhupsingh, Director General; Taunya Goguen, Manager. Royal Canadian Mounted Police: Luc Chicoine, National Drug Coordinator; Jean Cormier, Director. Correctional Service of Canada: Don Head, Commissioner. Department of Justice: Jennifer Goldstone, Acting Head; Denis Kratchanov, Director and General Counsel; Paul Saint-Denis, Senior Counsel.

 
Pursuant to Standing Order 106(2), the Clerk of the Committee presided over the election of a Chair.
 

On motion of Eve Adams, it was agreed, — That Ben Lobb be elected Chair of the Committee.

 

At 3:34 p.m., Ben Lobb took the Chair.

 

On motion of Libby Davies, it was agreed, — That a letter be prepared to thank the former Chair for her numerous years of service with the Committee.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, October 30, 2013, the Committee resumed its study of the Government's role in addressing prescription drug abuse.
 

Jennifer Goldstone, Paul St-Denis, Trevor Bhupsingh, Jean Cormier and Don Head made statements and, with the other witnesses, answered questions.

 

At 5:13 p.m., the sitting was suspended.

At 5:15 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, notwithstanding the motion adopted on Wednesday, October 30, 2013, if requested, reasonable travel, accommodation, child care attendant care and living expenses be reimbursed to witnesses, not exceeding two (2) representatives per organization; and that, in exceptional circumstances, payment for more representatives be made at the discretion of the Chair.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
