The Standing Committee on Finance met in a televised session at 3:31 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Mark Adler, Mike Allen, Hon. Scott Brison, Guy Caron, Nathan Cullen, Gerald Keddy, James Rajotte, Murray Rankin, Andrew Saxton and Dave Van Kesteren.

 

Associate Members present: Raymond Côté.

 

In attendance: House of Commons: Christine Lafrance, Procedural Clerk. Library of Parliament: Mark Mahabir, Analyst; Michaël Lambert-Racine, Analyst.

 

Witnesses: As an individual: Steven Hoffman, Assistant Professor, Faculty of Law, University of Ottawa. Canadian Public Health Association: Ian Culbert, Excutive Director. Initiative citoyenne de vigilance du Port de Québec: Véronique Lalande, Spokesperson. Office of the Privacy Commissioner of Canada: Daniel Therrien, Privacy Commissioner of Canada. Northwest Territories and Nunavut Chamber of Mines: Elizabeth Kingston, General Manager, Nunavut. Yukon Research Centre: Stephen Mooney, Director, Cold Climate Innovation Centre, Yukon College. As an individual: Joel Kettner, Assistant Professor, College of Medicine, Faculty of Health Sciences, University of Manitoba.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Nathan Cullen gave notice of the following motion:

That the Committee request the Minister of State (Finance) and the Minister of National Revenue appear no later than Thursday, December 4, 2014 to respond to questions regarding the Supplementary Estimates (B) 2014-15 assigned to this Committee, that the Ministers’ opening remarks not exceed ten minutes, and that the Ministers’ appearance be televised, if possible.

 
Pursuant to the Order of Reference of Monday, November 3, 2014, the Committee resumed consideration of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.
 

Steven Hoffman, Ian Culbert, Véronique Lalande, Daniel Therrien, Elizabeth Kingston, by videoconference from Yellowknife, Northwest Territories , Stephen Mooney, by videoconference from Whitehorse, Yukon and Joel Kettner, by videoconference from Winnipeg, Manitoba, made statements and answered questions.

 

On motion of Gerald Keddy, it was agreed, — That a proposed budget in the amount of $25,550, for the study of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, be adopted.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
