The Standing Committee on Foreign Affairs and International Development met in a televised session at 3:29 p.m. this day, in Room 253-D, Centre Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Lois Brown, Paul Dewar, Marc Garneau, Peter Goldring, Nina Grewal, Hélène Laverdière, Romeo Saganash and Gary Ralph Schellenberger.

 

Acting Members present: Mike Wallace for David Anderson.

 

In attendance: Library of Parliament: Allison Goody, Analyst; James Lee, Analyst.

 

Appearing: Hon. John Baird, P.C., M.P., Minister of Foreign Affairs; Hon. Christian Paradis, P.C., M.P., Minister of International Development and Minister for La Francophonie; Hon. Lynne Yelich, P.C., M.P., Minister of State (Foreign Affairs and Consular).

 

Witnesses: Department of Foreign Affairs, Trade and Development: Nadir Patel, Assistant Deputy Minister and Chief Financial Officer, Corporate Planning, Finance and Information Technology; Peter Boehm, Associate Deputy Minister of Foreign Affairs; Paul Rochon, Deputy Minister of International Development.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2014-15: Votes 1, 5, 10, 15, L20 and L25 under FOREIGN AFFAIRS, TRADE AND DEVELOPMENT, Vote 1 under INTERNATIONAL DEVELOPMENT RESEARCH CENTRE and Vote 1 under INTERNATIONAL JOINT COMMISSION (CANADIAN SECTIONS), referred to the Committee on Thursday, February 27, 2014.
 

The Ministers each made a statement and answered questions.

 

At 4:29 p.m., the sitting was suspended.

At 4:36 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, pursuant to Standing Order 108(2), the Committee undertake a study on the situation of children and youth in the developing world, and the role Canada can play in the protection of children and youth; that the Committee focus on bringing an end to harmful practices, with a focus on the prevention of human trafficking, early and forced marriage, the sex trade, female genital mutilation and the online abuse of children; and that following the completion of this study, the Committee reports its findings back to the House.

 

It was agreed, — That the Committee commence its study on corporate practices by companies supplying and manufacturing products in developing countries for Canadian consumers on Monday, April 28, 2014 and invite officials from the Department of Foreign Affairs, Trade and Development for the first hour and witnesses to be determined for the second hour.

 

At 4:42 p.m., the Committee adjourned to the call of the Chair.
