The Standing Committee on Aboriginal Affairs and Northern Development met at 3:28 p.m. this day, in Room 8-53, 131 Queen Street, the Chair, Chris Warkentin, presiding.

Members of the Committee present: Hon. Carolyn Bennett, Ray Boughen, Jean Crowder, Earl Dreeshen, Jonathan Genest-Jourdain, Kyle Seeback, Mark Strahl and Chris Warkentin.

Acting Members present: Scott Armstrong for Rob Clarke and Mylène Freeman for Carol Hughes.

In attendance: Library of Parliament: Norah Kielland, Analyst ; Tonina Simeone, Analyst . House of Commons: Justin Vaive, Legislative Clerk.

Witnesses: Department of Justice: Martin Reiher, Acting General Counsel, Director, Operations and Programs, Legal Services. Department of Indian Affairs and Northern Development: Andrew Saranchuk, Assistant Deputy Minister, Resolution and Individual Affairs Sector.

Pursuant to the Order of Reference of Friday, March 7, 2014, the Committee resumed consideration of Bill C-25, An Act respecting the Qalipu Mi'kmaq First Nation Band Order.

The Committee commenced its clause-by-clause study of the Bill.

Andrew Saranchuk and Martin Reiher answered questions.

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1, Short Title, were postponed.

The Chair called Clause 2.
