The Standing Committee on Aboriginal Affairs and Northern Development met at 3:29 p.m. this day, in Room 228, La Promenade Building, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Dennis Bevington, Ray Boughen, Jean Crowder, Earl Dreeshen, Jonathan Genest-Jourdain, Jim Hillyer, Carol Hughes, Kyle Seeback and Chris Warkentin.

 

Acting Members present: Dan Albas for Kyle Seeback, Joan Crockatt for Rob Clarke, Joan Crockatt for Mark Strahl, Earl Dreeshen for Hon. Diane Ablonczy, Hon. Geoff Regan for Hon. Carolyn Bennett and Bernard Trottier for Rob Clarke.

 

In attendance: Library of Parliament: Tonina Simeone, Analyst; Norah Kielland, Analyst.

 

Witnesses: Dominion Diamond Holdings Ltd.: Brendan Bell, President. Canadian Association of Petroleum Producers: Bob Bleaney, Vice-President, External Relations. Mining Association of Canada: Rick Meyers, Vice-President, Technical and Northern Affairs.

 
Pursuant to the Order of Reference of Thursday, December 5, 2013, the Committee resumed consideration of Bill C-15, An Act to replace the Northwest Territories Act to implement certain provisions of the Northwest Territories Lands and Resources Devolution Agreement and to repeal or make amendments to the Territorial Lands Act, the Northwest Territories Waters Act, the Mackenzie Valley Resource Management Act, other Acts and certain orders and regulations.
 

Brendan Bell, Rick Meyers and Bob Bleany made statements and answered questions.

 

Dennis Bevington moved, — That the Committee recommend to the House that it be granted the power during its consideration of Bill C-15, an Act to replace the Northwest Territories Act to implement certain provisions of the Northwest Territories Lands and Resources Devolution Agreement and to repeal or make amendments to the Territorial Lands Act, the Northwest Territories Waters Act, the Mackenzie Valley Resource Management Act, other Acts and certain orders and regulations, to divide the Bill in two separate bills such that those sections dealing with amendments to the Mackenzie Valley Resource Management Act and any consequential amendments flowing from the amendments of the Mackenzie Valley Resource Management Act form a separate bill.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Dennis Bevington, Jean Crowder, Jonathan Genest-Jourdain, Carol Hughes, Geoff Regan — 5; NAYS: Ray Boughen, Joan Crockatt, Earl Dreeshen, Jim Hillyer, Kyle Seeback, Bernard Trottier — 6.

 

At 4:45 p.m., the sitting was suspended.

At 4:49 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 4:59 p.m., the Committee adjourned to the call of the Chair.
