The Standing Committee on Transport, Infrastructure and Communities met in a televised session at 8:48 a.m. this day, in Room 253-D, Centre Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Mark Adler, Olivia Chow, Hon. Denis Coderre, Ed Holder, Isabelle Morin, Jamie Nicholls, Pierre Poilievre, Blake Richards, Mike Sullivan, Lawrence Toet, Merv Tweed and Jeff Watson.

 

In attendance: Library of Parliament: Jean Dupuis, Analyst; Allison Padova, Analyst.

 

Appearing: Hon. Steven Fletcher, Minister of State (Transport); Hon. Denis Lebel, Minister of Transport, Infrastructure and Communities.

Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2012-13: Votes 55 and 60 under FOREIGN AFFAIRS AND INTERNATIONAL TRADE, votes 1, 5, 10, 15, 20, 25, 30, 35, 40, 45, 50, 55 and 60 under TRANSPORT referred to the Committee on Tuesday, February 28, 2012.
 

The Chair called Vote 1 under TRANSPORT.

 

The Minister and Hon. Steven Fletcher made statements and, with Yaprak Baltacioglu, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Denis Coderre moved, — That following the March 19, 2012 closure of Aveos Fleet Performance Inc, the Committee invite the Minister of Transport, his officials, representatives from the International Association of Machinists and Aerospace Workers, Aveos representatives and Air Canada representatives to discuss Air Canada and its legal obligations under the Air Canada Public Participation Act, in particular section 6 (d).

Debate arose thereon.

 

Ed Holder moved, — That the motion be amended by replacing the words “the Minister of Transport, his officials” with the words “officials from the Department of Transport”.

 

After debate, the question was put on the amendment of Ed Holder and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

Olivia Chow moved, — That the motion be amended by adding after the words “6 (d)” the following: “and that the Committee conclude this study on April 3, 2012 and report back to the House”.

Debate arose thereon.

 

Pierre Poilievre moved, — That the amendment be amended by deleting the words “and report back to the House”.

 

After debate, the question was put on the subamendment of Pierre Poilievre and it was agreed to on the following recorded division: YEAS: Mark Adler, Ed Holder, Pierre Poilievre, Blake Richards, Lawrence Toet, Jeff Watson — 6; NAYS: Olivia Chow, Denis Coderre, Isabelle Morin, Jamie Nicholls, Mike Sullivan — 5.

 

After debate, the question was put on the amendment of Olivia Chow, as amended, and it was agreed to on the following recorded division: YEAS: Mark Adler, Olivia Chow, Denis Coderre, Ed Holder, Isabelle Morin, Jamie Nicholls, Pierre Poilievre, Blake Richards, Mike Sullivan, Lawrence Toet, Jeff Watson — 11; NAYS: — 0.

 

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Mark Adler, Olivia Chow, Ed Holder, Isabelle Morin, Jamie Nicholls, Pierre Poilievre, Blake Richards, Mike Sullivan, Lawrence Toet, Jeff Watson — 10; NAYS: Denis Coderre — 1.

 

The motion, as amended, read as follows:

That following the March 19, 2012 closure of Aveos Fleet Performance Inc, the Committee invite officials from the Department of Transport, representatives from the International Association of Machinists and Aerospace Workers, Aveos representatives and Air Canada representatives to discuss Air Canada and its legal obligations under the Air Canada Public Participation Act, in particular section 6 (d) and that the Committee conclude this study on April 3, 2012.

Yaprak Baltacioglu made a statement and, with Gerard McDonald, answered questions.

 

By unanimous consent, the Chair called Votes 55 and 60 under FOREIGN AFFAIRS AND INTERNATIONAL TRADE.

 

Votes 55 and 60 under FOREIGN AFFAIRS AND INTERNATIONAL TRADE carried.

 

By unanimous consent, the Chair called Votes 5, 10, 15, 20, 25, 30, 35, 40, 45, 50, 55 and 60 under TRANSPORT.

 

Votes 1, 5, 10, 15, 20, 25, 30, 35, 40, 45, 50, 55 and 60 under TRANSPORT carried.

 

ORDERED, — That the Chair report Votes 55 and 60 under FOREIGN AFFAIRS AND INTERNATIONAL TRADE and Votes 1, 5, 10, 15, 20, 25, 30, 35, 40, 45, 50, 55 and 60 under TRANSPORT, less the amounts voted in Interim Supply, to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Denis Coderre moved, — That, in relation to the study on the closure of Aveos Fleet Performance Inc., members of the board of directors from Air Canada be invited, including Pierre-Marc Johnson, to appear before the Committee.

Debate arose thereon.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 2; NAYS: 6.

 

At 10:48 a.m., the Committee adjourned to the call of the Chair.
