The Standing Committee on Transport, Infrastructure and Communities met in camera at 3:29 p.m. this day, in Room 228, La Promenade Building, the President, Merv Tweed, presiding.

 

Members of the Committee present: Mark Adler, Dan Albas, Hon. Denis Coderre, Isabelle Morin, Jamie Nicholls, Pierre Poilievre, Blake Richards, Lawrence Toet, Merv Tweed and Jeff Watson.

 

Acting Members present: Tyrone Benskin for Mike Sullivan and Hoang Mai for Olivia Chow.

 

In attendance: Library of Parliament: Allison Padova, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Wednesday, September 21, 2011, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee’s work plan include the following studies: National Public Transit Strategy; Innovative Transportation Technologies; the Asia-Pacific Gateway; and Infrastructure.

 

It was agreed, — That the First Report of the Subcommittee be concurred in.

 

At 3:31 p.m., the sitting was suspended.

At 3:32 p.m., the sitting resumed in public.

 

Hoang Mai moved, — That the Government begin, without further delay, plans for the design and construction of a new Champlain Bridge in Montreal, Quebec; and that this motion be reported back to the House.

Debate arose thereon.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Tyrone Benskin, Denis Coderre, Hoang Mai, Isabelle Morin, Jamie Nicholls — 5; NAYS: Mark Adler, Dan Albas, Pierre Poilievre, Blake Richards, Lawrence Toet, Jeff Watson — 6.

 

Denis Coderre moved, — That all inspection reports related to the Champlain Bridge be tabled at the Standing Committee on Transport, Infrastructure and Communities; that the Committee invite the Minister of Transport to appear before it to provide an update on the priorities of the Federal Bridge Corporation; and that this motion be reported back to the House.

Debate arose thereon.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Tyrone Benskin, Denis Coderre, Hoang Mai, Isabelle Morin, Jamie Nicholls — 5; NAYS: Mark Adler, Dan Albas, Pierre Poilievre, Blake Richards, Lawrence Toet, Jeff Watson — 6.

 

It was agreed, — That department officials be invited to appear in relation to the study on the National Public Transit Strategy on Wednesday, September 28, 2011.

 

It was agreed, — That the Minister be invited to appear at his earliest convenience.

 

At 4:09 p.m., the Committee adjourned to the call of the Chair.
