The Standing Committee on Procedure and House Affairs met at 11:01 a.m. this day, in Room 237-C, Centre Block, the Chair, Joe Preston, presiding.

Members of the Committee present: Scott Armstrong, Nathan Cullen, Parm Gill, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Costas Menegakis, Joe Preston, Scott Reid, Craig Scott and Nycole Turmel.

Acting Members present: John Carmichael for Tom Lukiwski and Hon. Stéphane Dion for Hon. Dominic LeBlanc.

In attendance: Library of Parliament: Andre Barnes, Analyst ; Michel Bédard, Analyst.

Witnesses: Kelly Block, M.P., Saskatoon—Rosetown—Biggar; Ray Boughen, M.P., Palliser; Tom Lukiwski, M.P., Regina—Lumsden—Lake Centre; Brad Trost, M.P., Saskatoon—Humboldt; Maurice Vellacott, M.P., Saskatoon—Wanuskewin; Hon. Lynne Yelich, P.C., M.P., Blackstrap.

Participants present: Elections Canada: Johanne Boisvert, Assistant Director, Analysis; Benoit Montpetit, Team Leader, Technical Expert, Electoral Geography.

Pursuant to Standing Order 32(5), the Committee resumed its study of the report of the Federal Electoral Boundaries Commission for Saskatchewan 2012, referred to the Committee on Monday, January 28, 2013.

Lynne Yelich, Maurice Vellacott, Brad Trost and Kelly Block made statements and answered questions.

At 11:52 a.m., the sitting was suspended.

At 11:58 a.m., the sitting resumed.

Ray Boughen and Tom Lukiwski made statements and answered questions.

At 12:28 p.m., the sitting was suspended.

At 12:33 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, in relation to the study of the report of the Federal Electoral Boundaries Commission for Quebec 2012, the proposed budget in the amount of $2,100 be adopted.

It was agreed, — That, in relation to the study of the report of the Federal Electoral Boundaries Commission for Ontario 2012, the proposed budget in the amount of $2,100 be adopted.

It was agreed, — That the Chief Electoral Officer be invited to appear in May 2013 to discuss the Main Estimates 2013-14, as well as other relevant issues to be confirmed.

At 12:42 p.m., the Committee adjourned to the call of the Chair.
