The Standing Committee on Justice and Human Rights met at 4:06 p.m. this day, in Room 306, La Promenade Building, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Dan Albas, Scott Armstrong, Françoise Boivin, Robert Goguen, Pierre Jacob, Hoang Mai, Wayne Marston, Kyle Seeback, Mike Wallace and David Wilks.

 

Acting Members present: Francis Scarpaleggia for Hon. Irwin Cotler and Dave Van Kesteren for Brent Rathgeber.

 

In attendance: House of Commons: Chloé O'Shaughnessy, Legislative Clerk. Library of Parliament: Cynthia Kirkby, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Criminal Lawyers' Association: Michael Spratt, Member. British Columbia Civil Liberties Association: Raji Mangat, Counsel. Department of Justice: Karen Audcent, Senior Counsel, Criminal Law Policy Section; Anouk Desaulniers, Acting Director and General Counsel, Cabinet and Legislative, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Monday, February 25, 2013, the Committee resumed consideration of Bill C-55, An Act to amend the Criminal Code.
 

Michael Spratt made a statement and answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 5:20 p.m., the sitting resumed.

 

Raji Mangat, by videoconference from Vancouver, British Columbia, made a statement and answered questions.

 

At 5:44 p.m., the sitting was suspended.

At 7:15 p.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Anouk Desaulniers and Karen Audcent answered questions.

 

Pursuant to Standing Order 75(1), consideration of Clause 1, Alternative Title, was postponed.

The Chair called Clause 2.

 

Clause 2 carried.

 

Clause 3 carried.

 

Clause 4 carried.

 

On Clause 5,

Francis Scarpaleggia moved, — That Bill C-55, in Clause 5, be amended by replacing line 6 on page 3 with the following:

“(a) the number of interceptions made, including the number of interceptions made in each province and by each law enforcement agency that employs a police officer who made an interception;”

 

After debate, by unanimous consent, the amendment was withdrawn.

 

Clause 5 carried.

 

Clause 6 carried.

 

Clause 7 carried.

 

Clause 1, Alternative Title, carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.
