The Standing Committee on Justice and Human Rights met at 3:30 p.m. this day, in Room 306, La Promenade Building, the Chair, Dave MacKenzie, presiding.

 

Members of the Committee present: Françoise Boivin, Raymond Côté, Kerry-Lynne D. Findlay, Robert Goguen, Dave MacKenzie, Brent Rathgeber, Craig Scott and Kyle Seeback.

 

Acting Members present: Rod Bruinooge for Brian Jean, Sean Casey for Hon. Irwin Cotler, Randall Garrison for Pierre Jacob and Shelly Glover for Dan Albas.

 

In attendance: House of Commons: Christine Lafrance, Legislative Clerk. Library of Parliament: Cynthia Kirkby, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Canadian Human Rights Commission: Tracey Donaldson, Acting Director, Policy and International Relations Division, Knowledge Centre; Philippe Dufresne, Acting Director General and Senior General Counsel, Dispute Resolution; Ian Fine, Acting Secretary General, Secretary General's Office. Canadian Human Rights Tribunal: Susheel Gupta, Acting Chairperson and Chief Executive Officer. REAL Women of Canada: Diane Watts, Researcher.

 
Pursuant to the Order of Reference of Wednesday, June 6, 2012, the Committee resumed consideration of Bill C-279, An Act to amend the Canadian Human Rights Act and the Criminal Code (gender identity and gender expression).
 

The Chair called Clause 1.

 

Ian Fine, Susheel Gupta and Diane Watts made statements and answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

On Clause 1,

Randall Garrison moved, — That Bill C-279, in Clause 1, be amended by replacing line 19 to 21 on page 1 with the following:

“identity, marital status, family status, disability or conviction for an offence for which a pardon has been granted or in respect of which a record suspension has been ordered”

Debate arose thereon.

 

At 4:30 p.m., the sitting was suspended.

At 4:39 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Françoise Boivin, it was agreed, — That the Committee resume its clause-by-clause consideration of Bill C-279, An Act to amend the Canadian Human Rights Act and the Criminal Code (gender identity and gender expression), on Tuesday, December 4, 2012 at 3:30 p.m.

 

It was agreed, — That in relation to the study of Bill C-279, An Act to amend the Canadian Human Rights Act and the Criminal Code (gender identity and gender expression), the proposed budget in the amount of $7,200 be adopted.

 
Pursuant to the Order of Reference of Wednesday, June 6, 2012, the Committee resumed consideration of Bill C-279, An Act to amend the Canadian Human Rights Act and the Criminal Code (gender identity and gender expression).
 

The Committee resumed its clause-by-clause study of the Bill.

 

At 5:18 p.m., the Committee adjourned to the call of the Chair.
