The Standing Committee on Industry, Science and Technology met at 11:47 a.m. this day, in Room 8-53, 131 Queen Street, the Chair, David Sweet, presiding.

 

Members of the Committee present: Peter Braid, John Carmichael, Cheryl Gallant, Dan Harris, Hon. Mike Lake, Hélène LeBlanc, Phil McColeman, Hon. Geoff Regan, David Sweet, Glenn Thibeault and Mike Wallace.

 

Acting Members present: Carol Hughes for Kennedy Stewart.

 

In attendance: Library of Parliament: Mathieu Frigon, Analyst; Dillan Theckedath, Analyst.

 

Witnesses: Polytechnics Canada: Ken Doyle, Director, Policy; Nobina Robinson, Chief Executive Officer. Xerox Canada: Patricia Hawkins, Business Manager, Research Agreements and Innovation Services, Xerox Research Centre of Canada; Emechete Onuoha, Vice-President, Citizenship and Government Affairs. As individuals: Tom Brzustowski, Retired Professor, Telfer School of Management, University of Ottawa; Robert J. Currie, Associate Professor, Schulich School of Law and Director, Law & Technology Institute, Dalhousie University.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, May 1st, 2012, the Committee resumed its study of the Intellectual Property Regime in Canada.
 

Robert J. Currie, by videoconference from Halifax, Nova Scotia, Nobina Robinson, Ken Doyle, Emechete Onuoha and Tom Brzustowski made statements and answered questions.

 

Hélène LeBlanc moved, — That the Committee immediately undertake a study of the criteria, including national security, defining “net benefit to Canada” that apply to the review of foreign acquisitions involving the natural resources industry, and specifically the acquisition of Canadian oil and gas companies by foreign state-owned enterprises, under the Investment Canada Act, and that the Committee report to the House.

 

Mike Lake moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Peter Braid, John Carmichael, Cheryl Gallant, Mike Lake, Phil McColeman, Mike Wallace — 6; NAYS: Dan Harris, Carol Hughes, Hélène LeBlanc, Geoff Regan, Glenn Thibeault — 5.

 

At 12:42 p.m., the sitting was suspended.

At 12:43 p.m., the sitting resumed in camera.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
