The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 8:46 a.m. this day, in Room 8-53, 131 Queen Street, the Chair, Ed Komarnicki, presiding.

 

Members of the Committee present: Marjolaine Boutin-Sweet, Brad Butt, Chris Charlton, Ryan Cleary, Rodger Cuzner, Joe Daniel, Ed Komarnicki, François Lapointe, Kellie Leitch, Colin Mayes and Devinder Shory.

 

Acting Members present: Hon. Laurie Hawn for Phil McColeman, James Lunney for Kellie Leitch, Hon. Rob Moore for Devinder Shory and LaVar Payne for Phil McColeman.

 

In attendance: Library of Parliament: André Léonard, Analyst; Sandra Gruescu, Analyst.

 

Witnesses: Canadian Automotive Repair and Service Council: Jennifer Steeves, President. Aboriginal Human Resource Council: Kelly Lendsay, President and Chief Executive Officer. Electricity Human Resources Canada: Michelle Branigan, Executive Director; Norm Fraser, Chair of the Board of Directors, Chief Operating Officer, Distribution and Customer Service, Hydro Ottawa; John Ives, Member, Board of Directors. Canadian Electricity Association: Jim R. Burpee, President and Chief Executive Officer; Ave Lethbridge, Vice-President, Organizational Effectiveness and Environment, Health & Safety Division, Toronto Hydro. Canadian Chamber of Commerce: Sarah Anson-Cartwright, Director, Skills Policy; Shabbir Hakim, Executive Director, Alberta Council of Turnaround Industry Maintenance Stakeholders and Construction Industry Stakeholders Association of Alberta. Canadian Construction Association: Bill Ferreira, Director, Government Relations and Public Affairs; Romeo Bellai, Member, President, Bellai Brothers Construction.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, September 27, 2012, the Committee resumed its study of economic opportunities for young apprentices.
 

Jennifer Steeves, Kelly Lendsay, Michelle Branigan, Norm Fraser, John Ives, Jim R. Burpee and Ave Lethbridge, by videoconference from Toronto, Ontario, made statements and answered questions.

 

At 9:46 a.m., the sitting was suspended.

At 9:52 a.m., the sitting resumed.

 

Sarah Anson-Cartwright, Shabbir Hakim and Romeo Bellai made statements and answered questions.

 

On motion of Colin Mayes, it was agreed, — That a proposed budget in the amount of $18,100.00, for the study of economic opportunities for young apprentices, be adopted.

 

It was agreed, — That the Committee hold one (1) or two (2) additional meetings in the new year as part of its study on economic opportunities for young apprentices, and that Committee members send the clerk the names of additional witnesses they would like to invite.

 

It was agreed, — That, in light of the early adjournment of the meeting of Thursday, November 22, 2012, the clerk re-invite the witnesses from the provincial organizations for one (1) hour in the new year, by videoconference insofar as possible.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, for all the Committee’s studies, arrangements be made for witnesses based outside the National Capital region to appear by videoconference, whenever possible, to minimise travel expenses.

 

It was agreed, — That the meeting of Thursday, December 13, 2012, be cancelled.

 

At 10:47 a.m., the Committee adjourned to the call of the Chair.
