The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:32 p.m. this day, in Room 237-C, Centre Block, the Chair, Ed Komarnicki, presiding.

 

Members of the Committee present: Brad Butt, Jean Crowder, Rodger Cuzner, Joe Daniel, Carol Hughes, Ed Komarnicki, Kellie Leitch, Colin Mayes, Phil McColeman, Claude Patry, Manon Perreault and Devinder Shory.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Sandra Gruescu, Analyst; André Léonard, Analyst. House of Commons: Christine Holke David, Procedural Clerk.

 

Witnesses: Department of Health: Sue Beardall, Manager, Internationally Educated Health Professionals Initiative, Health Human Resources Policy Division; Margo Craig Garrison, Director, Health Human Resources Policy Division. Department of Human Resources and Skills Development: Jean-François LaRue, Director General, Labour Market Integration, Skills and Employment Branch; Jonathan Wells, Director, Operations, Labour Market Integration, Skills and Employment Branch. Department of Citizenship and Immigration: Brendan Walsh, Director, Foreign Qualification Recognition, Foreign Credentials Referral Office.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on September 29, 2011, the Committee resumed its study of A Framework for Success: Practical Recommendations to Further Shorten the Foreign Qualification Recognition Process.
 

Jean-François LaRue, Brendan Walsh and Margo Craig Garrison made statements and, with the other witnesses, answered questions.

 

At 4:36 p.m., the sitting was suspended.

At 4:47 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee meet on Thursday, November 17, 2011, from 3:30 p.m. to 4:30 p.m. to undertake its study of the 2011 Centennial Flame Research Award; and that the Sucommittee on Agenda and Procedure meet from 4:30 p.m. to 5:30 p.m. to discuss future business of the committee.

 

At 5:06 p.m., the sitting was suspended.

At 5:11 p.m., the sitting resumed in public.

 

Manon Perreault moved, — That the Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities form a subcommittee which would undertake a study of episodic disabilities and their impact on Canadian society and in particular their impact on the workforce and the extent to which federal income support programs and labour market programs enable persons with episodic disabilities to participate in the labour market to their fullest potential, and that the Committee report its findings back to the House.

 

Kellie Leitch moved, — That the Committee sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Brad Butt, Joe Daniel, Kellie Leitch, Colin Mayes, Phil McColeman, Devinder Shory — 6; NAYS: Jean Crowder, Rodger Cuzner, Carol Hughes, Claude Patry, Manon Perreault — 5.

 

At 5:14 p.m., the sitting was suspended.

At 5:15 p.m., the sitting resumed in camera.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
