The Standing Committee on International Trade met at 11:39 a.m. this day, in Room 306, La Promenade Building, the Chair, the Hon. Rob Merrifield, presiding.

 

Members of the Committee present: Ron Cannan, Robert Chisholm, Raymond Côté, Hon. Wayne Easter, Ed Holder, Hon. Rob Merrifield, Ève Péclet, Mathieu Ravignat and Bev Shipley.

 

Acting Members present: Dan Albas for Russ Hiebert, Corneliu Chisu for Devinder Shory, Kellie Leitch for Gerald Keddy and Robert Sopuck for Gerald Keddy.

 

In attendance: Library of Parliament: June Dewetering, Chief, Macroeconomics and Trade; Alexandre Gauthier, Analyst.

 

Witnesses: Canadian Generic Pharmaceutical Association: Jim Keon, President; Barry Fishman, Chair, President and Chief Executive Officer, Teva Canada; Jody Cox, Director, Federal Government Relations. The Committee proceeded to the consideration of matters related to Committee business.
 

Wayne Easter moved, — That, in accordance with the motion adopted by the Committee on Tuesday, September 27, 2011, inviting the following to appear in the context of the Committee’s study of Canada-United States trading relationship – draft “Buy American” provisions: Gary Doer Ambassador of Canada to the United States; the Hon. Ed Fast, P.C., M.P., Minister of International Trade, and officials; representatives of the Canadian Centre for Policy Alternatives, the Canadian Chamber of Commerce and Canadian Manufacturers and Exporters, the witnesses appear before the Committee before the end of November 2011 and that the Committee present a report with recommendations to the House no later than Friday, December 9, 2011, with a request for a response from the government.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Robert Chisholm, Raymond Côté, Wayne Easter, Ève Péclet, Mathieu Ravignat — 5; NAYS: Dan Albas, Ron Cannan, Corneliu Chisu, Ed Holder, Bev Shipley, Robert Sopuck — 6.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 27, 2011, the Committee resumed its study of the Comprehensive Economic and Trade Agreement (CETA) with the European Union.
 

Barry Fishman, Kathleen Sullivan and Derek Butler made statements and answered questions.

 

At 12:19 p.m., the sitting was suspended.

At 12:22 p.m., the sitting resumed.

 

Russell Williams, Wally Smith and John Masswohl, by videoconference from Calgary, Alberta, made statements and, with Brigitte Nolet and Declan Hamill, answered questions.

 

At 12:55 p.m., the sitting was suspended.

At 12:58 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the study of the Comprehensive Economic and Trade Agreement (CETA) with the European Union, the proposed budget in the amount of $130,989.99, for the Committee’s travel to Warsaw, Poland and Berlin, Germany in fall 2011, be adopted and that the Chair present the said budget to the Subcommittee on Committee Budgets of the Liaison Committee.

 

It was agreed, — That, in relation to the study of the Comprehensive Economic and Trade Agreement (CETA) with the European Union, the proposed budget in the amount of $126,643.38 for the Committee’s travel to Madrid, Spain and Paris, France, in fall 2011, be adopted and that the Chair present the said budget to the Subcommittee on Committee Budgets of the Liaison Committee.
