The Standing Committee on International Trade met at 11:01 a.m. this day, in Room 306, La Promenade Building, the Chair, the Hon. Rob Merrifield, presiding.

 

Members of the Committee present: Ron Cannan, Hon. Wayne Easter, Russ Hiebert, Ed Holder, Gerald Keddy, Brian Masse, Hon. Rob Merrifield, Ève Péclet, Mathieu Ravignat, Bev Shipley and Devinder Shory.

 

Acting Members present: Denis Blanchette for Raymond Côté.

 

In attendance: Library of Parliament: Alexandre Gauthier, Analyst.

 

Witnesses: Grain Growers of Canada: Richard Phillips, Executive Director; Jim Gowland, Representative, Past-President, Canadian Soybean Council. Canadian Chamber of Commerce: Mathias Hartpence, Director, International Policy; Milos Barutciski, Partner and Co-Chair, International Trade and Investment Practice, Bennett Jones. Canadian Centre for Policy Alternatives: Scott Sinclair, Senior Research Fellow. SNC-Lavalin International Inc.: Robert G. Blackburn, Senior Vice-President.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Wayne Easter moved, — That the International Trade Committee invite the Minister of International Trade and officials to brief the Committee, on Tuesday, November 22, 2011 or no later than Thursday, November 24, 2011, about the Trans-Pacific Partnership talks and Canada's efforts to be accepted as a participant in those negotiations.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 27, 2011, the Committee resumed its study of the Comprehensive Economic and Trade Agreement (CETA) with the European Union.
 

Mathias Hartpence, Milos Barutciski, Richard Phillips and Jim Gowland made statements and answered questions.

 

At 12:02 p.m., the sitting was suspended.

At 12:08 p.m., the sitting resumed.

 

Robert G. Blackburn and Scott Sinclair made statements and answered questions.

 

At 12:56 p.m., the sitting was suspended.

At 12:57 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the study of Comprehensive Economic and Trade Agreement (CETA) with the European Union, the proposed budget in the amount of $109,375.99, for the Committee’s travel to Brussels, Belgium and Paris, France in fall 2011, be adopted and that the Chair present the said budget to the Subcommittee on Committee Budgets of the Liaison Committee.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
